Subject. This article considers intellectual activity as one of the most important factors determining the level of economic development of the State. Objectives. The article aims to determine the main types of intellectual resources, and find the interrelationships between them. Methods. For the study, we used the self-organization theory provisions and the tools of program- and goal-oriented planning. Results. The article finds that the joint use of intellectual human resources (natural intelligence), the results of intellectual activity and artificial intelligence is a prerequisite for reducing costs and time for creating high-tech products. Relevance. The results obtained can be used to design plans for high-tech products creating in the interests of ensuring the sustainability of Russia's innovative development, strengthening the country's security, taking into account the current international situation.
