National priorities and foreign capital in Russia: problems and contradictions

During the analysis the author concludes that foreign capital already controls significant part of the Russian economy. In certain cases, foreign investment is a tool for transfer of capital from the country, which creates a threat to national economic security. To solve this problem the author proposes a new investment tax, which will restrain the outflow of capital abroad and to facilitate the restructuring of the Russian economy.
