Importance and functional characteristics of the subsidy system when implementing national programs of Russia's socio-economic development in science and technology
Subject The article addresses management processes in the subsidy system that ensures the implementation of national programs of the Russian Federation in the field of science and technology. Objectives The aim of the study is to analyze subsidy systems when implementing the State programs of Russia's socio-economic development to identify problem areas of public administration in the area. Methods The paper considers the methodological bases for studying the resource support to State programs of socio-economic development of Russia, focused on the economic analysis of subsidiary activity of applied research and development. Results The study systematizes available theoretical developments and identifies theoretical aspects of generating the structure of the subsidy system with coordination of organizational and financial processes. It defines the concepts of the subsidy system and subsidies for applied research and development; builds a subsidy system broken down by sub-systems, which control and are controlled by the public finance management process. I developed an algorithm for implementing the additional function of parties' responsibility in the subsystem of co-financing the subsidy system of research and development projects. Conclusions and Relevance It is necessary to expand the possibility of resource support to government programs to the extent of attracting extra-budgetary funds, and to strengthen methods of control and monitoring the borrowed funds to finance State programs when implementing the socio-economic policy.
