In the article the factors defining changes in global capital streams and their further dynamics are analyzed. The revealed regularities are proved by the actual material. Strengthening of regional currencies and a regional commodity exchange in financial instability, growth of regional infrastructure projects and investments in real sector of economy, search of the least expensive modes of production and the practice of the budgetary optimization - here the incomplete list of studied questions.
