In the article the technique of an assessment of the actual priorities of regional budgetary policy is offered. Its application in the analysis of the budgetary documentation in the Tula region allowed to conclude that the declared priorities of the budgetary policy essentially differ from the actual. A number of actions for improvement of the inter-budgetary regulation are offered
