It is noticed in article that an important condition of stable development of the Russian economy is scale financial support of the innovations based on scientific achievements. On the basis of the statistical data the system analysis of the factors interfering construction of innovative economy in Russia is carried out. By results of the analysis offers on carrying out of a complex of organizational, juridical and economical actions, which stimulate innovative activity in Russia, promote development of the human capital and maintain integration process in science, education and manufacturing, are formulated.
