Article continues development of author's model of the finance. Base problems of construction and functioning of a financial system are considered. Laws of formation of a financial system as systems of accumulation of financial resources - investments and reservations of money resources are analyzed.
     The structure of a financial system is investigated as the system of discrete distributive streams including in the structure the local, corporate and social finance.
