On the basis of the study of the practice of the bonds adoptions of Russian cities, and also of analysis of the scales of the municipal bonds adoptions in some foreign countries and their special features in Russia is evaluated the technology of the bonds adoptions in the attraction by the municipal formation of the cash resources of participants in the financial market for covering of budget deficit.
