Importance Controlling activities play a prevailing role in management of universities. The article reviews management concepts, their role and significance in setting up the system for control over universities' performance. Objectives The article presents my own comprehensive research into issues of forming the control system. I outline methodological principles and practical recommendations to set up the said systems in universities. Methods The research applies logic and dialectical methods, morphological, structural and comparative analysis. Results The article sets forth concepts and models, which, if comprehensively combined with the proposed methodological recommendations, will ensure their more effective use, and their conversion into the control system will make their application unambiguous so to reach the goals and target indicators. Conclusions and Relevance Adhering to the proposed methodological guidelines, universities can bring their activities to the uniform performance algorithm, thus laying down clear requirements to solutions, making an accurate evaluation of their performance and identifying risks and issues as they originate, and subsequently eliminating them. Universities should follow a combination of concepts so to provide all management and controlling processes with appropriate information.
