In the article the content of the concept "productivity of the public expenditures" taking into account requirements of the concept of new public administration is disclosed, the requirements to strategic objectives of use of budgetary funds are formulated. On the basis of the carried-out analysis of the documents defining the purposes and results of use of budgetary funds in Russia, the recommendations about improvement of quality of management by the public expenditures are proved.
