Subject. Financial and economic mechanism of scientific and technological development of the Donetsk People's Republic. Objectives. To develop a conceptual model for the formation of a financial and economic mechanism for the scientific and technological development of the Donetsk People's Republic, taking into account its specifics and Russia's strategic priorities. Methods. Methods of comparative analysis, structural and functional analysis and graphical modeling are used. The empirical base includes data from 1996–2023 for post-socialist and leading Western countries. Results. It has been established that R&D expenditures are the central core of scientific and technological development in countries with developed market economies. A structural shift has been detected in the countries of the former socialist camp (Poland, Czech Republic, Hungary, Baltic States, Romania): Since the early 2010s, there has been a shift in R&D funding from the public sector to the business sector. It is revealed that Russia maintains a stable government-oriented R&D financing model, characterized by the absence of structural shifts in the share of financing towards the private sector. In this regard, a functional and institutional scheme of interrelations between state programs and executive authorities of the DPR in the scientific and technological development circuit and a scheme of the financial and economic mechanism of scientific and technological development of the DPR have been developed. Conclusions. It is necessary to pursue an active institutional policy aimed at improving the business climate, strengthening the protection of intellectual property rights, reducing administrative barriers and developing tools for long-term financing of research projects. The proposed conceptual model and functional and institutional scheme can be used to finalize regional programs for scientific and technological development of the Donetsk People's Republic.
