Canadian policy on energy efficiency in the Arctic: Lessons for Russia

Subject. Canada's experience in improving energy efficiency in the Arctic.
Objectives. To identify and systematize the key instruments of the Canadian state policy in the field of energy efficiency of the Arctic territories for 2020–2026, to substantiate the possibilities of their adaptation in the Russian Arctic zone.
Methods. General scientific methods of analysis based on open source data were used, and a content analysis of available sources was carried out.
Results. It is shown that of the seven key Canadian initiatives to improve energy efficiency in the Arctic, three are of undoubted interest to Russia, subject to institutional adaptation, especially for isolated settlements in Chukotka, Taimyr and Yakutia. The transfer of intelligent microgrids to large resource companies through the mechanism of "green" quasi-concessions is recognized as the most effective form of implementation of the AMAZE project, which will reduce logistical costs. The Arctic Smart Grid project in Russia does not require a voluntary partnership, but rather consolidation as a mandatory technological standard for new Arctic deposits. The Clean Energy for Rural and Remote Communities program is applicable in the Russian Arctic as a prototype for developing a tool for developing human capital through energy infrastructure.
Conclusions. Despite the existing institutional differences, some of the mechanisms used in Canada can be adapted to the conditions of the Russian Arctic. Their implementation will significantly reduce budget expenditures related to fuel imports and increase the energy stability of the Arctic territories.
