Improving the tools for analyzing the effectiveness of intellectual property management at the regional level

Subject. Intellectual property management at the regional level of the Russian Federation.
Objectives. Improvement and testing of tools for analyzing the effectiveness of intellectual property management at the regional level.
Methods. The methods of analysis, synthesis, deduction and induction were used.
Results. Using the example of federal districts and 33 subjects of the Russian Federation, the author's approach to analyzing the effectiveness of the intellectual property management system at the regional level is proposed and tested. The following indicators were used as statistical materials for 2010-2024: the number of patent applications for inventions and utility models (excluding foreign applicants) and the number of personnel engaged in scientific research and development. An indicator of the ratio of the shares of patent applications and the number of researchers and developers has been proposed and tested in order to compare and identify the level of use of the creative potential of researchers and developers at the regional level.
Conclusions. The expediency of using not only the population, but also the number of personnel engaged in scientific research and development in the analysis of inventive activity is substantiated, since these personnel are the main supplier of such intellectual activity results as inventions and utility models. Comparison of the analysis results with similar indicators of neighboring regions, with averages for the federal district and for Russia made it possible to identify both negative and positive trends in a number of regions. The proposed sequence of analysis can be used by researchers and practitioners involved in improving regional intellectual property management systems.
