Subject. Regional public procurement markets for small and medium-sized enterprises in Russia. Objectives. Development of differentiated mechanisms of state regulation of the contract system based on the matrix typology (meta-clusterization) of Russian regions. Methods. The study is based on the results of two-factor clusterization of the subjects of the Russian Federation. The method of cross-tabulation (conjugation) is applied to integrate economic clusters and clusters of purchasing activity of small and medium-sized enterprises. A scenario approach was used to identify strategic meta-clusters. Results. Based on the synthesis of economic and behavioral factors, a matrix of strategic zones has been constructed, including four meta-clusters: an efficiency zone, a deficit zone, a concentration zone, and a stagnation zone. Regional anomalies have been identified, in which economically developed entities demonstrate the inefficiency of procurement institutions. The transition from a unified federal policy of support for small and medium-sized businesses to adaptive strategies that take into account the specific barriers of each type of region is justified. The research results can be used by federal and regional authorities to develop and implement a targeted procurement policy aimed at increasing the involvement of small and medium-sized enterprises in government procurement, taking into account regional specifics. Conclusions. The effectiveness of the contract system's tools is determined by the economic profile of the region. The proposed four–zone typology serves as a ready-made management tool that makes it possible to determine the place of any subject of the Russian Federation in the coordinate system and select the appropriate package of measures – from the demonopolization of markets in rich regions to the incubation of suppliers in depressed territories.
