Conceptual prerequisites for strategic development of single-industry towns (the Kirov Oblast case)

Subject. The article addresses strategic development of single-industry towns, This is a relevant problem, as a significant part of Russia's industrial sector is concentrated in such towns, however, the issues of reducing the negative impact of their monospecific nature and ensuring their sustainable development in the context of increasing positive effects from industrial activities are insufficiently disclosed.
Objectives. The study aims to define and disclose the economic substance of conceptual prerequisites for strategic development of industry in monotowns of the Kirov Oblast.
Methods. The study employs historical and structural-functional analysis, methods of cognition, logical and comparative assessment.
Results. In the Kirov Oblast, there are 11 industrial single-industry towns. There exists a high risk of imbalance between the strategic development of the towns and city-forming enterprises located in them. We identified areas to resolve contradictions between the development of industry and monotowns, underpinned conceptual prerequisites for strategic development of industry in single-industry towns of the Kirov Oblast, such as the need caused by external (political, strategic, economic, etc.) changes, understaffing, the need for industrial modernization, dependence on the world market and international processes, specialization or diversification of industry.
Conclusions. When devising strategies for socio-economic development of single-industry towns, it is necessary to consider directions of industrial complex development, which are defined by the conceptual assumptions unveiled in the study.
