Features of the higher education market and the labor market in regions

Subject. The article discusses how to ensure the effectiveness of regional higher education markets in the context of building a new higher education system in the country.
Objectives. The focus is on identification of hidden mechanisms of development of the higher education system based on the study of interaction of the labor market and the higher education market in the region.
Methods. We developed an approach to assess the quality of regional labor markets and higher education, using the methodology of rating measurement. We also employed synergetic approaches to assess the nature of open systems development.
Results. The study established with high reliability that there are trajectories of smooth evolutionary development of labor markets in all regions of the Volga Federal District, and, presumably, the bifurcation nature of regional higher education markets development, indicating an approach to the bifurcation point, i.e. to a transition to the new level along with the country's higher education system.
Conclusions. On the case of regions of the Volga Federal District, the study confirmed that the high quality of regional higher education market corresponds to the high quality of regional labor market, while the high quality of the latter is also observed with insufficiently high quality of regional higher education market. The presented approach to joint assessment of the quality of regional labor markets and higher education ensures subsequent clustering of regions, including the elaboration of measures for the studied markets’ development.
