Subject. The article considers indicators for evaluating the effectiveness of innovative development projects. Objectives. The aim is to develop methodological foundations for systems of balanced indicators to evaluate the effectiveness of innovative projects in the context of import substitution, taking into account the trends of the sixth technological order and principles of the innovative enterprise management system. Methods. The study employs the method of comparative analysis of efficiency concepts, methods of organization theory, the systems analysis, comparison, and general scientific methods of cognition, like synthesis, analysis, and deduction. Results. The study underpins that the methodology for efficiency assessment should ensure the aggregation and decomposition of performance indicators from the microlevel to the macrolevel according to the ‘bottom–up’ model. This will provide a detailed analysis of performance measures at the end-user level that ensures the implementation of innovation development strategy in the context of import substitution. The following subsystems of assessment should be selected: economic effect of implementing the strategy, impact on achieving import substitution goals, and innovative development of the national economy. Conclusions. Criteria for assessing the effectiveness of an import-substitution innovation development strategy are the degree of implementation of key technologies that determine sovereignty; transfer of advanced technologies across sectors of the national economy; degree of implementation of advanced technologies of the sixth technological paradigm; dynamics of financial indicators of economic entities.
