Russian customs business: Economic prerequisites for human resources development, a new model of professional training, technologies for formation, and development of digital competencies
Subject. The article discusses trends determining the transformations in the field of higher education related to digitalization and intellectualization of the economy of the State, including the spheres of public administration and customs administration. Objectives. The study aims to develop conceptual provisions for transition to a new model of education based on the technology of independent work of students in the "Customs Business" specialty. Methods. The research rests on the theory of customs administration, cognitive and systems approaches. Results. The paper reveals the key organizational and economic prerequisites for a new model of education development focused on implementation of principles of continuous advanced learning. It provides definitions of digital competencies, a model of their formation under the action of adaptive mechanisms. It also presents a model of transformation of economic and educational systems and conclusions about the impact of the higher education model and human resources on ensuring sustainable development in Russia. Conclusions. Knowledge becomes a strategically important resource that ensures the competitiveness of an individual, an organization, and the State as a whole. The strategic importance of education is determined by the need for proactive training, which makes it possible to train specialists, taking into account the demands of the labor market.
