Indicators of the state of financial resources of Russia’s Arctic regions in the "Government – Business – Society" system

Subject. Socioeconomic development of Russia’s Arctic territories requires significant financial and other resources. It is associated with a number of factors, including geopolitical importance (protection of the country's borders), the development of the Northern Sea Route as the main waterway, implementation of large investment projects (mainly extractive industries), the need to develop the social sphere and maintain acceptable quality of life for the population in hard-to-reach and remote areas. The main financial resources for the development include resources of the government, of enterprises and business entities, and of the population.
Objectives. The study aims to analyze the status of financial resources of the Arctic regions of Russia in terms of indicators that meet the conditions of balancing the interests of society, government and business in various economic conditions (the pre-pandemic period and the period after external shocks).
Methods. The study employs the systems approach, methods of logical, conceptual, and economic analysis.
Results. To identify the problems of the current state of financial resources in the Arctic regions of Russia, we proposed three key indicators in the "Government – Business – Society" coordinate system.
Conclusions. The analysis enabled to identify leading regions (Nenets and Yamalo-Nenets Autonomous Okrugs) and outsider regions (Arkhangelsk Oblast and the Republic of Karelia). The findings can be used by the authorities as an information basis for updating documents on the strategic development of the Arctic zone of the Russian Federation, and for adjusting the goals and objectives of regional economic policy.
