Subject. The article discusses resource balances necessary to ensure the fulfillment of objectives of innovation process stages. Objectives. The aim is to develop tools to ensure the resource balance of stages of innovation processes, through the use of a morphological table. Methods. The study rests on the systems approach to the subject area, methods of synthesis, comparison, analogies, generalization, and classification. Results. The paper offers morphological tables of ensuring the resource requirements of innovation process stages at the micro and macro levels. Conclusions. The scientific and practical significance of the results is in the possibility of using morphological analysis as a decision-making tool to ensure a balance between the resource needs of the stages of innovation processes in the implementation of strategic development directions at the micro and macro levels.
