Subject. The article discusses the main staff of higher education institutions.
Objectives. The purpose is to propose the author's interpretation and structural content of the concept of "institution employees directly providing services", on the case of higher education institutions.
Methods. The validity, reliability, and argumentation of proposals and conclusions are ensured by using normative and integrated approaches to the study of the structure of the number of personnel, general scientific methods of scientific knowledge, like retrospective, systems, structural analysis, observation, instrumental techniques of grouping, sampling, comparison, and generalization.
Results. The study considers the "employees of an institution directly providing services" indicator on the case of higher educational institutions, its structural composition, normatively established and actual values. It formulates conclusions to clarify this concept, and a set of measures to achieve the normative value of the ratio of the number of core and non-core personnel.
Conclusions. To ensure a unified and proper understanding of the concept of "employees of institutions directly providing services" in higher education institutions, it is necessary to use clear and unambiguous terminology, which is fixed in the regulatory legal act.
