Adaptation of the policy of greening and human-centricity to the assessment of the sustainable development of social infrastructure facilities in the region
Subject. The article deals with the assessment of sustainable development of the social infrastructure of regions. Objectives. The focus is on the development and testing of a methodology for assessing the sustainable development of public sector social infrastructure facilities based on ECG ratings. Methods. The study draws on methods of ranking, and the critical, systems, logical, and structural analysis. Results. The paper underpins the need to introduce an assessment of sustainable development of public sector social infrastructure facilities using the principles of ECG-rating of responsible business that reflects their policy by three components, i.e. ecology, personnel (cadres) and government. We developed our own methodology for ECG-rating of objects of the budgetary sector of social infrastructure based on volume-dynamic ranking. The methodology was tested in fourteen institutions of secondary vocational education of the Tula Oblast. Conclusions. The results of the rating and the resulting ECG profiles of public sector social infrastructure facilities are of interest to various participants in the regional economy: the facilities themselves, citizens, investors, patrons, and the State, and can be used as the basis for strategic planning of regional development.
