Subject. Complex socio-economic systems are studied from the point of view of searching for management technologies and methods focused on the formation and implementation of plans for strategic development of industries, large enterprises, regions and other vectors of strategic development of facilities that are similar in scale and contradiction.
Objectives. The article aims at the formation of basic methodological principles to study complex socio-economic systems for digital transformation.
Methods. The study rests on the systems analysis and technique of creating a system of socio-economic and economic processes of complex systems. Furthermore, it forms requirements for quantifying the course of transformation of a complex system.
Results. The complexity of inter-component relationships and multiplicity of target functions of the socio-economic system imposes certain methodological limitations both on the type and method of using the input data involved in constructing its quantitative model, and on the class of appropriate mathematical algorithms used. Solving these problems is based on the creation of cybernetic tools capable of forming digital portraits enabling to implement quantitative forecasting and simulation of complex system behavior, providing a symbiosis of human and intelligent machine labor. For effective strategic management decisions, it is crucial to create effective mechanisms for strategic management of complex socio-economic systems that ensure the achievement of the true goals of their development.
Conclusions. The development of methodological approaches and practical implementation of mathematical modeling tools based on the use of big data seem to be a necessary condition for strategizing the digital transformation of complex socio-economic systems.
