Subject. The article addresses the condition and prospects for the Russian economy. Objectives. The purpose is to determine optimal ways to achieve national development goals in areas related to the development of science, based on available potential, in conditions of difficulties and/or impossibility to implement a number of areas of international scientific and technical cooperation, and channels of technological support for the Russian economy that existed earlier. Methods. The study employs the method of comparative analysis. Results. There are considerable difficulties in attracting personnel and financial resources to science. These difficulties are mainly objective in nature, associated with the peculiarities of the national economy and demographic development of Russia. The orientation of the economy towards a significant role of the public sector should be adopted and used in the implementation of the most important strategic measures for the development of scientific and technical sphere. Conclusions. The paper makes an assumption about prospects for simultaneously strengthening the role of the State in the management of science and intensifying the creation and development of corporate scientific units (institutes). It is necessary to explore in detail the issue of additional measures to attract private funds to R&D through the formation of a private-public fund for applied research, managed by representatives of the State, business, and academic experts.
