Subject. The article discusses methodological foundations of monitoring and control of the strategization of regional financial and economic systems. Objectives. The purpose is to investigate the essence of functions of strategic monitoring and control over financial and economic systems development, their features and interrelationships at different stages of the regional strategy implementation. Methods. The study employs methods of scientific analysis and synthesis, systematization and generalization. The methodological basis of the research was the theory of strategy and methodology of strategizing by V.L. Kvint, a foreign member of the Russian Academy of Sciences. Results. Regional financial and economic strategizing is divided into two major structural blocks, i.e. processes of strategy development and implementation. The study formulated provisions to ensure the consistency of the functions of strategic monitoring and strategic control over the implementation of priorities for the development of regional financial and economic systems, defined the role of monitoring and control in the organizational structure of the regional strategy implementation, highlighted the features of strategic monitoring and control functions at different stages of regional financial strategy implementation. Conclusions. An effective system of strategic monitoring and control enables to identify and evaluate how the set parameters are achieved at each stage of regional strategizing. The organization of simultaneous continuous monitoring and periodic monitoring ensures the most effective achievement of the targets of the regional strategy.
