Importance The article considers the economic feasibility, opportunities and prospects for small and medium capacity nuclear plant development in various aspects of activity through the energy component.
Objectives The purpose of the study is to explore comparative system-based estimates of development prospects for small and medium-size nuclear power plants to unveil key advantages in relation to other energy sources on an interdisciplinary basis, to review the possibilities of attracting investment in projects for small and medium-sized nuclear power plant creation.
Methods The study rests on comparative and statistical analysis, methodology for public-private partnership management, stakeholders theory, and methodological principles of territorial and industry-specific large-scale systems.
Results We defined basic problems related to small nuclear power development, its role and place in the system of nuclear energy in the territorial power market, its significance in territorial development. The paper considers approaches to investment attraction to small and medium-sized nuclear power plant projects.
Conclusions Large-scale projects requiring over 20-year planning horizon should be implemented only under direct control of the State and methods of public-private partnership and territorial and industry-specific large-scale systems.
