Subject The article addresses financial support to higher education institutions.
Objectives The purpose of the study is to improve the support vehicle for educational activities of higher schools based on best practices on per capita financing and financial support to programs aimed at competitive growth.
Methods I employ general methodological approaches to evaluation of financial processes and instruments, as well as methods of logical and statistical analysis.
Results The paper describes the specifics of subsidizing the educational activities of higher schools, analyzes efficiency and effectiveness of budgetary financing, identifies ways to improve the financial management by transforming the subsidy instrument of State jobs, improving the quality of financial management in the sphere of higher education. I offer to perfect financial management monitoring through reviewing the evaluation criteria and incorporating performance and budgeting parameters of State jobs. The findings may be applied to design programs for higher education development and budget expenditure effectiveness in the social sector.
Conclusions It is necessary to change the structure of subsidies to universities as part of financial support to their educational activities and separate the tariff component for the cost of educational service delivery and property maintenance and the program component for university's program activities based on academic achievements.
