The analysis of the influence of the processes of globalization and Russian Federation's WTO accession on the national insurance market had revealed challenges to maintain the strategic role of the Russian insurance. Taking into account the institutional duality of insurance, the author defines the functions that implement this role, as well as State regulation of insurance companies and an entire Russian insurance market, which will help to maintain the strategic role of the Russian insurance.
