In the article the theoretical and systematic aspects of the estimation of the innovation receptivity of regions are examined. The possibilities of applying systematic the approaches to the determination of the complex index of estimation and the construction of the rating of the innovation receptivity of regions are approved and illustrated on the data of the subjects of the Siberian federal region.
