The governmental information resource: A Directory of Occupational Titles

Importance As Russia is on the verge of a new economic development model, there should be an up-to-date directory of professional titles.
Objectives The research comprehensively overviews the content of the Directory of Occupational Titles, theoretical and practical approaches to its formation and its updating mechanism.
Methods We analyze the governmental information resource Directory of Occupational Titles as an important part of the National System of Qualifications in terms of legislative, methodological and technical aspects by monitoring the demand and future of occupations.
Results We analyze the Directory of Occupational Titles, determine its future trend assuming that national policies for social and labor issues and professional training prioritize the improvement of profession and qualification management. The article shows how the data collection and processing procedure can be unified with the uniform research toolkit.
Conclusions and Relevance Based on the Directory of Occupational Titles at the federal level, a professional qualification management toolkit is devised, thus helping all interested parties improve the staff forecast strategy, ensure the continuity and balance of staff training processes for various sectors, areas and types of occupation, and determine whether professional standards, federal education standards and educational programs should be set up and updated.

Importance It is very important to understand the interpretation, scope and substance of such professional training concepts as qualification, qualification level.
     Objectives The research demonstrates the available opportunities arising from professional standards, qualifications and their official recognition so to set up the National Qualification System, make a comprehensive evaluation of graduates and further substantiate budgetary finance of their professional training.
     Methods Using a systems, structural and analytical methods, expert assessment, we examined various aspects of the concepts qualification, qualification level, and proposed approaches how the labor market and professional training could be more effectively coordinated and harmonized.
     Results We revealed the scope and substance of qualification and qualification level, which are based on professional standards. The article also highlights the difference between qualifications of gradates and employees' qualifications and suggests making relevant amendments to the Labour Code of the Russian Federation.
     Conclusions and Relevance It is reasonable to improve the regulatory framework on concepts of qualification and its levels, formulate more exact requirements to professional qualifications for their appraisal (certification). There should be a lower disparity in qualifications, which are required by employers, labor market and factual qualifications of graduates. This is one of priorities in terms of national interests.

Importance Online public resource is developed, being intended for a broad audience of users and providing new and promising professions in the labor market. For this there should be a conceptual framework and, first of all, fundamental understanding of profession.
Objectives The research scrutinizes the concept of profession, determines approaches to its scope and contents, illustrates how various users can use it.
Methods This article reviews the term and concept of profession, which circulate in labor and professional training, using methods of cognitive logic, systems analysis, and the theory of classes, thus allowing for another solution, as compared with the existing approaches.
Results We reviewed the term and concept of profession. The findings methodologically and substantially unfold and specify the understanding of the substance, its reflection in the existing terminology in forming and maintaining various components of the system encompassing labor and professional training, and pursuing the development of the labor market and its monitoring system.
Conclusions and Relevance Profession constitutes reality that relies upon complicated processes that are mutually related in labor and education. The findings will contribute to higher clarity and reasonableness when solving such an important issue as improvement of professional qualification management, which is currently one of the priorities in social, labor, professional and education aspects of the national policy.

Transformational changes in economic space at mega level of the global economic system make researches of contemporary forms of economic organization of the society urgent. There are the following forms among them: formation of mega regions performing global functions, including those based on large and extra large cities (megacities); as well as creation of mega science centers referred to investment mega projects in accordance with their complexity, systemic character of current tasks, and high resource input and importance for level-based developing of social economic system. Emerging new forms of spatial organization of the global economic system relevant to the current transformational processes contribute to its diversity and sustainability. Therefore creating conditions and incentives for their effective performance is becoming an important direction of economic and scientific and technical policy of globalizing economy countries.
