The authors carry out a cluster analysis to differentiate the metropolitan regions of the Orel area by levels of development of farm enterprises and personal subsidiary farms. The current state of Russian telecom industry is associated with mobile market saturation, intensification of consolidation activity and toughening competition. These processes entail the increasing importance of value-based management (VBM) in a company’s system of management. In the article the full cycle of VBM implementation in a telecom operator is explored. On the base of mathematical analysis the dependence between wireless operator value and its value drivers is identified. It is concluded that «customer» and non-identified «structural» value drivers have a crucial impact on a market value of telecom company.

The article defined the contribution of small farms to food supply Orel region. The tendency of dynamics has been set and the productivity level and animals efficiency in private subsidiary farming and farm households of the Orel region was forecasted, it was the basis of the level production forecast of main type`s agricultural production in studied categories of small forms on prospect. The directions of the state support of small forms development also was focused in the article.

Human resources of the agricultural sector of economy: Conditions of formation and assessment

Subject The article deals with the problems of formation and status of human resource capacity in the agriculture sector in the current economic conditions.
Objectives The paper aims to study the conditions and particularities that affect the human resource capacity of agriculture and assessment of its current status in the Russian Federation.
Methods For the study, I used the methods of comparison and analogy, a scientific method of abstraction (induction, deduction), systems approach, and statistical and economic methods.
Results The article compares the quality characteristics of agricultural workers with the nationwide ones and shows the conditions of human potential formation in the agricultural sector of the economy. The paper offers the priority activities for the formation of high-quality, competitive staffing of the agrarian sector in the context of successive stages of training.
Conclusions The proposed activities can be used to develop certain programs aimed at improving the staff composition of the agrarian sector of the Russian economy.

Importance The article focuses on economic security issues from technological perspectives and methodological framework for monitoring it, considering the transition to the innovative course of development.
Objectives The research is an attempt to find ways to develop the system for governance, forecasting and strategic planning of the national technological security as the basis for competitive economy.
Methods The research relies upon the principle of scientific research consistency, nexus of theory and practice. The scientific and theoretical underpinning hereof comprises publications and proceedings of the Russian and foreign scholars.
Results We formed the methodology for setting a matrix of technological security indicators and its monitoring algorithm.
Conclusions and Relevance Methodological approaches to technological security evaluation should be refined as the economy transforms. Economic security criteria adopted in 1996 were found to be inapplicable to the current circumstances due to their outdated substance and crucial changes in the Russian economy.
