In this article there are considered the peculiarities of innovative perception administration of the region that allow to disaggregate system components and to explore the mechanism of its administration. There is given the classification of the innovative perception in the region. There are represented quantitative and qualitative indicators that allow assessing the level of innovative perception of a concrete territory. The necessity of interconnected regulation of the national and regional innovative development is justified here.

The image in turn is strongly connected to the efforts the company itself and requires a continuous estimation and correction. In this article it was proposed the methodology for the analysis of existing company’s image and for measures’ development in order to make it positive. Tax safety is a component of economic safety. Revealing of reserves of tax potential promotes increase of economic safety level and stimulates regional development. There is carried out analysis of leaving scale from the taxation in the article, the analysis is carried out on the basis of the data received as a result of control-auditing activity of tax inspection. The conclusion is drawn on considerable tax loading on region economy that is the objective reason of concealment of incomes. Actions for reduction of leaving degree from the taxation and for increase of economic safety are offered.

Investments are crucial for national economy development both on the macro- and micro level. They define the future of the whole country and its individual agents. Investments make up the productive potential and determine national competitive advantages on the world market. Efficient investment management is possible only on the base of investment strategy. The necessity of investment strategy shaping is determined by external and internal environment factors. In the present management context investment strategy is one of the major factors of successful development. Every region needs its investment strategy. Under crisis conditions building up the investment strategy is one of the way outs for overcoming the recession. The strategy has to provide economic growth and spatial development.

Importance The research examines the technological security of agriculture in the Russian Federation in land reclamation regions as a crucial aspect of food security and sectoral competitiveness.
Objectives The research describes the current situation in land reclamation, identifies the most important causes of a technological lag in the sector.
Methods The research involves methods of econometric analysis and mutivariate statistical analysis, i.e. a situational, correlation, cluster analysis and modeling in SPSS.
Results We believe there shall be a systems approach to analyzing technological risks in land reclamation of the Russian Federation. We present a conceptual map of threats to technological security of land reclamation. We classify the constituent entities of the Russian Federation into four clusters by rate of growth in arable land and improved land and provide the clusters’ profiles. We determine the constituent entities which have positive, zero and negative rates of land use growth.
Conclusions If technological risks in land reclamation are assessed and specified, it will make the agricultural development secure and contribute to effective management of the sector. The findings are advisable for federal and regional authorities as part of operational and long-term management of land reclamation.

Subject This article examines the concept of an Ethical City and discusses the factors that shape the concept. The article gives special importance to the safety parameters of the urban environment.
Objectives The article aims to designate and disclose the category of an Ethical City as a territory of sustainable development. As well, it aims to highlight the factors and trends that determine the formation of an ethical city and classify indicators that help assess the level of ethics of the urban environment.
Methods For the study, we used the methods of statistical, economic, and situational analyses.
Results The article presents the results of the survey of the population of the City of Kolomna, allowing to rank the factors forming the category of an Ethical City. It specifies the concept of Comfort in relation to the urban environment and offers a classification of comfort factors in urban areas. The article also discusses the indicators used to evaluate the ethical city and substantiates the relevance of the introduction of the concept of an Ethical City into scientific circulation.
Conclusions and Relevance The introduction of the category of an Ethical City and the diagnosis of socio-economic factors of its development will contribute to improving the comfort and safety of the urban environment. The main conclusions can be recommended for municipal authorities to form a comfortable urban environment and create an urban competitive economy.

Importance The article surveys the current economic security of a country and regions, which influences the socio-economic development of the area.
Objectives The research analyzes the current economic security from perspectives of globalization processes and external economic challenges. We identify the most substantial threats to the current development process.
Methods The research applies methods of logic, economic and situational analysis.
Results We note the need to study the national security threats of the Russian Federation as globalization processes intensify. We specify the mechanism for regulating regional threats and classify the principal regional risks that grow in the process of international cooperation. We clarify the way regional risks arise, proliferate and are managed in the area of their origination. The article indicates the most significant threats to the socio-economic development of border regions and provides recommendations for managing risks there as such regions are more integrated into the global community.
Conclusions and Relevance Evaluation and assessment of socio-economic threats of spatial development will increase the security of the national and regional development and reduce or eliminate risks that the areas will be trapped in foreign trade processes. The main conclusions may prove useful for federal and regional authorities so as to identify and prevent threats and risks of spatial development.
