Statistical study of long-term trends in agriculture of the Orenburg region

The article presents a retrospective statistical analysis of the main indicators of the performance of the agricultural Orenburg region from 1990 to 2012. The paper considers the contribution of various categories of producers in volume production, in general, and by crop and livestock production. The authors identify the causes of imbalances in the structure of commodity producers. Influence of factors of production is estimated to gross value added of agriculture in the region based on regression models. As a result, the authors make a conclusion concerning the decline depth in this kind of activity and the development prospects in stiff competition from foreign producers.

It is revealed, that with economic development in the developed countries occurs the transformation of concept «tax», since the compensatory part of tax revenues considerably grows. These countries pass to the solution of the complex social programs of society, connected with an improvement in the quality of life. In the economic literature appeared the term «socialization of tax policy». In the article different aspects of new tax policy taking into account globalization are investigated.


Improvement of structure of tax authorities in Russian Federation

In this article is shown the structure of Central Tax office Departmen of Russian Federation before reorganisation in 2008, thanks to what the number of managements of Central office was reduced from 26 to 9. The personnel was reduced more than to 300 people or on 26%. As tables, as typical structures of tax inspections on places (Inspection Tax Department of Russian Federation), and structures of four city inspections of Krasnodar city are resulted. Structures of the specified tax inspections not to the full correspond to the confirmed typical structure of tax inspection. Besides, in this article the actions, allowed to improve an overall performance of tax departments in several regions of Russian Federation.


Modeling the influence of socio-economic factors on gross regional product

Subject The study considers socio-economic processes having impact on the level of region's development in the context of application of statistical and econometric methods.
     Objectives The aim is to establish the degree of influence of socioeconomic factors on gross regional product (GRP) to determine the uneven development of regions of the Russian Federation.
     Methods We used statistical (cluster analysis) and econometric (regression analysis) methods to analyze the differentiation of the subjects of the Russian Federation in terms of socio-economic development, and built econometric models reflecting the impact of the key factors on GRP.
     Results We grouped the subjects of the Russian Federation by their development level, and built an econometric model demonstrating the effect of average monthly nominal salary of employees on the GRP of two selected groups of subjects.
     Conclusions There are objective differences in the level of socio-economic development of regions. They are confirmed by the results of the correlation analysis, which point to various sets of factors in the selected subsets. The built typological regression and modeling conducted on its basis allow suggesting that to achieve the highest values of GRP, regional authorities should focus on raising the living standard of the population.


Global trends in agricultural production as part of Russia's food security: A statistical study

Importance The article considers one of components of the country's food security, namely, self-reliance on basic agricultural products, like grain, meat, and milk.
Objectives The aim of the study is to define trends in agricultural production in 1913–2013 by key producing countries.
Methods The study employs general scientific methods: analysis and synthesis, and economic and statistical methods: graphical, tabular, and a ratio analysis.
Results The findings show an increase in grain production in five out of six represented countries; in Russia there is a decline in production due to significant decrease in agricultural lands. Self-reliance on grain indicates an excess of demand over domestic production. Russia, Great Britain and China do not have sufficient domestic resources to produce meat and milk, the U.S. joins this group only in milk production. The countries supply milk and meat through imports, and this threatens their food security in this area.
Conclusions The analysis of the level of production and the factor of self-sufficiency in the area of agricultural production in large countries of the world enables to conclude on the increase in the volume of production without threats to food security with regard to grain production, and availability of threats to meat and milk production. This fact keeps the import substitution policy of the Government of the Russian Federation up to date.


A retrospective analysis of changes in revenues and expenditures of consolidated budget of the Russian Federation

Importance The article investigates processes influencing the formation of consolidated budget of the Russian Federation.
Objectives The study aims to disclosure regularities of consolidated budget formation in the mid-term retrospective.
Methods The study employs statistical techniques, like graphical, tabular, ratio, correlation and regression.
Results We proved a possibility to generate time series of indicators characterizing the development of the Russian budgetary system, determined regularities of budget deficit (surplus) formation and its structure, demonstrated the impact of crisis (both global and national) on consolidated budget's deficit or surplus. The paper also determines the effect of socioeconomic factors on budget revenues and expenditures: the former indicator is most dependent on world oil prices, and the latter – on the number of retirees.
Conclusions and Relevance The analysis shows the State budget of the country is significantly dependent on revenues from the sale of hydrocarbons in the world market. Given the volatility of this market over five recent years and the downward trend in the level of prices, it is crucial to find additional sources of budget replenishment. This was one of the reasons for tax maneuver strategy formation by the Government of the Russian Federation. Reduced budget revenues accompanied by high level of social commitments result in a significant decrease in financial investments in the country's economy that adversely affects the process of crisis recovery. The Government of the Russian Federation face a serious challenge to differentiate the revenue side and optimize the expenditure side of consolidated budget.
