Score and features of development of rural areas of the region: the Orel oblast case study

Subject The article considers the problems of sustainable development of the rural territories of the Orel oblast.
Objectives The paper aims to assess the level of development of rural territories of the Orel oblast and give recommendations on the further development within the framework of short-term and long-term programs.
Methods For the study, we used factor and cluster analyses, as well as the integral estimate.
Results We estimated the level of development of the rural territories of the Orel oblast, taking into account the integrated set of indicators. We present certain recommendations for the further development of the territories within the framework of short-term and long-term programs.
Conclusions We conclude that the current level of rural development does not contribute to an increase of rural population, increase in income and improvement of living standards. Constant monitoring of rural territories is necessary to identify the development progress.


The impact of innovation zones on the socio-economic development of the region and the identification of the vulnerabilities of its innovative environment

Subject The article assesses the economic viability of the technology development special economic zone in the city of Tomsk for the period of 2011–2015.
Objectives The article aims to analyze the impact of innovation zones on the socio-economic development of the region, and assess the performance of the Special Economic Zone Tomsk, to identify the weaknesses of the innovative climate in the Tomsk oblast.
Methods For the study, we used the methods of extrapolation and correlation analysis with inclusion of a dummy variable using the EViews statistical software.
Results The article highlights the characteristics and role of special economic zones in the economic development of the country and shows the performance of the zones. It identifies the problems of the further development of the Innovation Zone Tomsk and proposes a number of concrete measures to enhance the efficiency of the innovation zones.
Conclusions The special economic zones of Russia in general, and the innovation zones in particular, need to improve their functioning. Most of the measures in this area will aim at improving the legislation on innovation zones, stimulating and supporting the innovation and investment activities of these territories.


Economic development of the municipalities of the Orel oblast

Importance This paper presents the estimation of economic development of municipal districts of the Orel oblast in 2015. As well, the article offers certain recommendations aimed to eliminate the social and economic disproportions in the regions' development.
Objectives The paper aims to calculate the values of indicators, which impact the development level of the municipalities. We also reveal the problems that interfere with the development sustainability of the Orel oblast, in general, and its areas, in particular.
Methods We use the non-parametric methods of statistics, correlation, factor, and cluster analyses, applying the EViews, STATISTICA, and SPSS statistical software.
Results The methods of multidimensional estimation and cluster analysis allowed us to group the municipal districts of the Orel oblast by level of their socio-economic development in 2015 and assess each particular district.
Conclusions More than half of the districts of the Orel oblast (63–67 percent) have low productivity, which leads to a decline of the number of enterprises. Besides, there is a serious demographic problem connected with the low life quality and high degree of people's dissatisfaction.


Process modeling of basic parameters of population movement in the regions of the central federal district

Subject We elaborate and estimate the dynamics models of birth, death and migration rates for the regions of the Central Federal District of the Russian Federation over the period of 2005–2014.
Objectives We aim to analyze the dynamics of demographic processes with the help of spatiotemporal modeling, reveal the regularities of the indicators and coefficients of growth (decline) rates in the Central Federal District regions, and study their cluster structure. The previously elaborated author methods of panel data analysis are used to conduct a data mining study with the results potentially useful for experts in statistics and demography.
Methods We use the methods of approximation with the two-parameter models, correlation, factor, and cluster analyses in SPSS software package.
Results We have calculated the parameters of three demographic coefficients for two-parameter models for all regions of the Central Federal District for the period of 2005–2014, explored the nature of performance factors, and tried to classify the regions by cluster.
Conclusions The dynamics of demographic processes can be adequately described by two-parameter models. The article shows that generally, the demographic situation in the Central Federal District regions is improving sustainably. The dynamics of birth rate is positive (albeit lower than the national average one), the death rate one is negative (although exceeding the national average one). Migration processes in the subjects of the Central Federal District are intensive, but various-directional.


Search for benchmarks for sustainable urban development of the region

Subject Towns that form economic relief of the territory, their substantial development, adaptation and stimulation of positive socio-economic and ecological changes, determine the ecological and socio-economic situation of the region, what actualizes the regional urban system monitoring.
     Objectives Our study assesses the socio-economic development of towns of the Orel region (a quite typical region of Central Russia) from the viewpoint of transformation.
     Methods We have analyzed the development of different regional economy sectors which appear to be the sources of transformational processes. We considered the competitive advantages as well as the factors restraining the adaptation abilities of towns. While assessing the urban development degree we used two main approaches: the selection of quantitative and qualitative indicators monitoring and calculation of the single integral index by econometric methods.
     Results We juxtapose the results of the performed qualitative situational analysis of the regional urban settlements and the results of the mathematical analysis of the socio-economic processes occurring in the region. We have studied the main urban development indicators in towns of regional and district jurisdiction, towns' CDI index and its dynamics. We prove that both these approaches despite using the information of different character enable the researcher to reach the essentially concurrent conclusions, what enhances their reliability.
     Conclusions We found that the bigger towns of the region by their socio-economic development may be referred to poorly developing settlements while the smaller towns may be referred to stagnating ones with the retrogression symptoms. We have also determined the most important priorities of regional policies regarding the towns of various types and searched for the most optimal guidelines of their sustainable development.
