Importance This article presents a modern analysis of the functioning of one of the key sectors of the Kirov oblast economy, namely the chemical industry.
Objectives The article aims to study the current state of the chemical industry of the Kirov oblast, provide an expert identification of the main problems of its operation and develop its strategic development directions.
Methods For the study, we used economic and statistical, expert methods, and the methods of PEST and SWOT analyses.
Results Based on the results of PEST and SWOT analyses, the article identifies a number of issues affecting the long-term sustainable development of the chemical industry of the Kirov oblast, and it proposes the main areas of the industry's strategic development.
Conclusions and Relevance The proposed main strategic directions for the Kirov chemical sector will enable the industry to maintain and develop its competitive advantage, provide an impetus for the development of the regional economy, and form unique competencies of the oblast. The results of the study can be used to develop a new version of the Strategy for Socio-Economic Development of the Kirov Oblast to 2030 program.


Pricing in the regional market of advertising structures: Location of the facility as a major factor in its value

Subject The article discusses the issues of pricing in the market of advertising constructions related to the assessment of object localization in a region's space.
Objectives The research aims to propose an approach that allows taking into account the location factor of advertising structures when determining the cost of their installation and operation.
Methods The study uses an analysis of scientific literature, regulatory and legal sources, approaches to allocate different zones in space of the region that are important for study, and an empirical analysis, as well.
Results I propose an approach to adjusting the cost of installation and operation of advertising constructions using data about the peculiarities of their location. The case of the Sverdlovsk oblast's market shows a possible way to allocate the plots in the space of the region, possessing different promotional value, that directly affects the cost of advertising location within their borders. In addition, I present the territory zoning and identify the most attractive for advertisers highways.
Conclusions Determining the best price in the market of advertising constructions requires a specific placement of facilities consideration, by adding a correction factors system to the calculation method. It is necessary to take into account the distance of the facility from large settlements and habitats with high population density, as well as the level of capacity and congestion of the roads and highways along which the advertising constructions are supposed to be placed.


Problems and variants of multiplier effects calculation when implementing the program-and-project-based approach to integrated socio-economic development of municipalities

Importance The article considers the specifics of determining the multiplier effect parameters. The measurement enables to use a rational approach to evaluation of projects focused on integrated socio-economic development of municipalities.
Objectives The key objective of this study is revealing the specific features and options for evaluating the multiplier effect to define both direct and indirect results of business performance.
Methods We reviewed and analyzed different methods of calculating the multiplier factor (based on identification of marginal propensity of society to consumption, a retrospective analysis, and the 'input-output' model).
Results We determined the algorithm of actions to evaluate the results of economic activity, i.e. identification of sectors, industries and areas that are affected by the implementation of the process being evaluated; selection of parameters and indicators to be measured in the course of the study; calculation of the multiplier factor (it can be significantly complicated by imperfect methods of calculation and insufficient statistical information). We also described approaches to determining the multiplier coefficient. It allowed us to estimate the multiplier effect from the specific project, i.e. creation of antimony processing plant in Degtyarsk, and substantiate its importance for the economic system.
Conclusions Calculating the multiplier effect enables to make informed decisions on specific social and economic project implementation (through taking into account direct and indirect results of activities).


The economic development prospects of the Kirov oblast on the basis of a cluster approach

Importance The article describes the mechanisms of formation and realization of regional cluster policies in the field of biotechnology, biopharmaceutical and IT technologies, as well as basic tools for enhancing and managing cluster initiatives in the region.
     Objectives The purpose of the study is to analyze the economic development prospects of the Kirov oblast on the basis of a cluster approach. The study aims to consider the basic provisions of the methodology of the cluster approach in the implementation of regional economic policies and analyze the mechanism of formation and implementation of the regional cluster policy.
     Methods On the basis of statistical methods, methods of comparative analysis and synthesis, we considered the mechanism of formation and realization of regional cluster policies in the field of biotechnology, biopharmaceutical and IT technologies of the Kirov oblast and identified the main tools to enhance and control over cluster initiatives in the region.
     Results We have analyzed the existing mechanism of formation and implementation of the regional cluster policy, the status of innovation infrastructure of the cluster activities. We propose certain performance indicators of the implementation of cluster policy. We have identified priorities of the regional authorities within the framework of the regional cluster policy.
     Conclusions and Relevance The study has shown that the effectiveness of the implementation of cluster policy in the Kirov oblast largely depends on the speed of the formation and the degree of coordination of all levels of governing the development of innovative technology clusters, the region's ability to respond flexibly and promptly to the changing internal and external environment of the market, taking the needs of developing clusters, as well as developing and implementing the effective and popular mechanisms for cluster support.

Importance The article studies the category of labor productivity in the different subjects of the Russian Federation. High productivity is one of the most important factors of economic growth. Therefore, the problem of low productivity remains valid for the domestic economy.
     Objectives The aim of the study is to analyze the reasons for the poor performance of the economy throughout the country and at the regional level.
     Methods To study the subject, we used the logical bases of system analysis and methods of theoretical and statistical-and-economic research.
     Results We examined the dynamics of labor productivity in Russia, identified the underlying factors, assessed the causes, hindering the growth of the economy of individual subjects, and suggest ways of addressing the evolving situation in the domestic economy. Our article presents the trends in the indicators of the labor capacity and efficiency of the Russian economy. Using a comparison of the potential and actual results, we have analyzed the causes of the low labor productivity in regions of the Russian Federation.
     Application The results of this research can be of interest for the regulation of the economy at the micro- and macro-levels. In addition, system performance management is relevant for individual economic agents, as it helps to maximize the efficient use of key resources in a particular company. Given that the identified problem of resource disparities leads to social tension, it can be argued that certain aspects of the study shall be useful in sociology and political science.
     Conclusions and Relevance We came to the conclusion of low productivity in the vast majority of the regions, which we attribute to the lack of planning and performance management system. In addition, we have revealed a disparity in the allocation of resources, the underlying problem that slows the growth and development of individual regions and the country as a whole. Also, we are proving performance management as the basis for the economic well-being of the country and highlighting the problem of efficiency in resource allocation to achieve the balanced economic growth in all constituent entities of the Russian Federation, without prejudice to the interests of some regions in favor of other.
