Subject The article considers the development of an integrated system of centralized procurement management of a State corporation as one of the main areas of State administration in the gradual transition to sustainable development of the country.
Objectives The study's objective is to describe an optimization model of procurement by subsidiaries of a State corporation with centralized management.
Methods Using modern methods of economic modeling, we analyze the process of arranging the operation of the procurement system of subsidiaries of a State corporations, and offer a mechanism for its optimization.
Results If implemented, the unified automated system of procurement will enable to reduce expenses and cost of purchased materials, eliminate surplus stock and unmarketable products, improve service, and enhance the soundness and transparency of the decisions taken. The offered procedure for procurement management optimization using the computer technology may be used by State corporations for cost cutting in procurement by subsidiaries with centralized management.
Conclusions and Relevance The paper presents a practical mechanism for optimal centralized procurement management of subsidiaries of the State corporation. Its implementation will ensure the efficient management of logistics, treasury and human resource, and improve financial and tax accounting.


An economic and mathematical model to calculate the insurance tariffs of partners

Subject The article addresses actuarial system of control and management in the sphere of risk insurance.
Objectives The purpose of the article is to provide methodological justification and develop an economic and mathematical model to calculate net rate of insurance coverage payment to a partner (living spouse) in the event of death of another partner (spouse) prior to his/her retirement age.
Methods We use the actuarial techniques of calculating insurance tariffs based on mathematical and simulation methods. The paper presents an economic and mathematical model to calculate insurance tariffs for personal life insurance, assuming that the insured are spouses and one of them is a beneficiary. The calculations rest on methods of the theory of probability, actuarial mathematics, numerical methods and methods of simulation modeling, when required.
Results We offer an analytical form of the rate of insurance coverage payment to a living partner in the event of death of another prior to his or her retirement age. It depends on interest rate, age of spouses, remaining time before pension, mortality rate, and maximum permissible age. We also calculated the probability of obtaining insurance coverage by each of the partners and the value of the contract (mathematical expectation of insurer's costs) at the contract date.
Conclusions The findings enable to obtain analytical forms for probability of joint project termination as a result of the other partner's actions, as well as for calculating insurance tariffs in the form of one-off payment.

The topic of developing methodological bases of housing stock insurance against natural, environmental and technology-related risks is vital for Russia due to increasing number and scale of natural and technological disasters. The proposed conceptual model enables payment of insurance money in two ways. The first one is a direct payment to the policy holder to independently repair the destroyed property or buying brand new housing to substitute the lost property. The second is a payment to construction companies to restore or build a similar dwelling. This research significantly updates and broadens the scientific knowledge of applying the procedure for housing stock insurance against natural, environmental and technological risks. The research results may serve as tools for State legislative and executive authorities in developing and implementing the socio-economic policy in the housing sector with respect to protection of citizens' property interests against natural, environmental and technological risks. Insurance companies may also use the outcomes of the study to expand the scope and geography of their activities, develop new products in housing insurance, and enter new regional markets. The results may also be useful for developing training or retraining programs for specialists in insurance. In the context of the focus of the modern social policy on transition to market regulation in the housing sector (in particular, protection of citizens' property interests from adverse natural, ecological and technological impact on housing stock), the first priority strategic task is to create a sound system of insurance protection.
