Despite positive changes in the field of fertility, mortality, life expectancy of the population of the Russian Federation, the problems of stabilization and improvement of the demographic situation in rural areas is still relevant. The article points out that the determination of the level of demographic development of rural settlements of the Orel region only about 5% of them can be can be carried to the category of the settlements having good demographic potential for sustainable social and economic development of the municipal district.


In the footsteps of extinct villages

Importance Due to a reduction and change in the composition of rural settlements in Russia and most of its subjects, the role of data sources retaining information about them is enormous. One of such sources is a monograph Villages of the Orel area. The reconstruction of historical pattern. 1566–2014, by A.Yu. Saran. It describes 10,873 rural settlements that existed in the territory of the Orel area for the entire period of its history within the borders of currently existing villages.
Objectives The aim of the article is to acquaint the reader with the structure and content of the monograph, which presents a historical encyclopedia of rural settlements of the Orel area.
Methods The article analyzes the content of the monograph, presents criticisms, determines the compliance of the information about rural settlements with national classification (All-Russian classifier of economic activities OK 029-2007 and all-Russian classifier of territories of municipal formations).
Results The monograph provides a reconstruction of the historical pattern of rural settlements of the Orel area from the 16th to 21st century and considers their typology. The Appendix to the monograph includes Historical encyclopedia of the Orel area villages with articles on rural settlements that have ever been mentioned in reference books.
Conclusions The monograph is of applied nature. It is a guide for everyone who conducts research in history, sociology, economics, and ecology of rural areas.

Importance The article deals with the issues of healthcare as part of the social infrastructure.
Objectives The paper aims to assess the state of healthcare in rural areas and justify the priorities of improving the existing healthcare system.
Methods For the study, we used the methods of statistical and economic analysis, as well as SWOT analysis.
Results The results of the study show a low availability of doctors, junior and medium-level medical personnel, hospital beds to rural residents, as well as insufficient material and technical base in the healthcare industry. Most subjects of Central Russia do not meet the social security standards to provide the rural population with good health services.
Conclusions An asymmetry of rates of urban and rural health services still remains in the subjects of Central Russia, as well as the impossibility of ensuring the equal access and quality of care for all categories of the population. However, the effective use of targeted programs at various levels, engaging highly qualified medical personnel in rural areas, the formation of medical and social services can improve the situation greatly.


Working conditions of animal husbandry staff: Issues and solutions

Importance Russia's animal husbandry segment demonstrates one of the highest levels of injury and fatal injury among all types of economic activities. Injuries and morbidity among cattle breeders influence the productivity, since they cause the loss of a week or more in working time and subsequent financial losses.
Objectives The research analyzes the nature of accidents with severe consequences in the animal husbandry of the Russian Federation so to identify what causes injuries and outline how they can be prevented.
Methods I analyze injuries in Russia's animal husbandry using the data of the Federal State Statistics Service and Database, Severe and Fatal Injuries in Russia's AIC. I scrutinize literature so to pinpoint cases of injuries in animal husbandry abroad.
Results In 2015, the general level of injury in animal husbandry and fatal injuries exceeded the average sectoral and national indicators. Those who are exposed to harmful and/or hazardous working conditions in agriculture accounted for 30 percent in 2015. Reviewing foreign sources of information, I figure out that foreign animal husbandry faces the same difficulties.
Conclusions and Relevance To increase the labor productivity, reduce losses from injuries, save people’s lives and health, it is necessary to implement contemporary technologies, which will improve working conditions. The findings can be used to communicate the occupational safety situation in animal husbandry to relevant parties and specialists so that they determine what technical and organizational activities should be performed to prevent accidents in cattle breeding farms.

At the present time, the authorities of various levels, the basic documents of the country development, State and Federal target programs focus on the sustainable development of the rural areas. The Federal target program "Sustainable development of the rural areas for 2014-2017 and for the period until 2020" approved by the Resolution of the Government of the Russian Federation of 15 July 2013 № 598 envisages the development of the regional and municipal programs of sustainable development. The carrying out of typology of municipal formations is one of the conditions of the development and the regional and municipal programs implementation. Because of the significant differentiation of the rural areas in terms of the economic development, the provision of social infrastructure to the population, investment activity, demographic and ecological potential of carrying out of typology of municipalities (municipal districts and rural settlements) assume great importance. The methods of a cluster analysis were used in order to determine the types of municipalities, the processing of data files on the status of the economic, demographic and ecological fields. The article provides the algorithm of carrying out of the typology of the rural areas and their typological assessment at the level of municipalities. In the process of work, the authors have defined a typology of 24 municipalities on the integrated indicators of the status of the agricultural sector of activity, demographic and ecological environment and the demographic potential of 167 rural settlements of the Orel region. The paper identifies the selected types of the municipal entities (administrative districts). Their integrated indicators were illustrated by the thematic maps. The results of the research were used while designing the sustainable development programs of the municipal districts of the Orel region. The definition of a typology of the municipalities may facilitate to enhance the quality of the programs of the sustainable development of the rural territories, as well as the efficiency of the utilization of their resources' provision.


Types and causes of severe accidents in agriculture and the main directions for their prevention

Importance This research examines the general rate of accidents, lethal traumatism, severe traumatism in agriculture, hunting, and services in these areas. The research also studies types and causes of accidents and main directions for their prevention.
     
Objectives The article presents the main directions for preventing severe accidents in agriculture, hunting and services in these areas. We analyze the frequency ratio of general traumatism, lethal traumatism and severe traumatism in agriculture and its segments within the period from 2009 to 2013.
     Methods We conducted a horizontal and vertical analysis of the general rate of accidents, lethal and severe traumatism in agriculture and its segments, using data of the Federal State Statistics Service. The research also reviews types and causes of accidents in agriculture using data of the Federal Labor and Employment Service, which provides consolidated data on the Russian regions and types of economic activities. We identify hazardous factors that cause traumas and injuries on the basis of the content analysis of investigative materials on lethal and severe accidents using the Database Lethal and Severe Traumatism in the Russian Agricultural Sector.
     Results Based on the analysis of hazardous production factors, types and causes of accidents, we outline activities for mitigating risks of lethal and severe traumatism in agriculture.
     Application In 2014, the All-Russian R&D Institute for Occupational Safety and Economics at the Russian Ministry of Labor and Social Protection used the outcome of the research to articulate the occupational health and safety rules in agriculture.
     Conclusions and Relevance
If occupational health and safety rules are observed in agriculture, it will mitigate risks of lethal and severe traumas, save lives and health of workers, thus improving the quality of living and stabilizing the demography in rural areas.
