A structural model of regional innovation policy of a proactive character

The article submits a structural model of formation and realization of regional innovative policy of a proactive character. The author constructs it taking into account the priority role of sales management instruments for innovation activities of enterprises (a block of advance formation of market infrastructure as an element of indirect stimulation of innovation activity of business). The model assumes creation of a multibranch system of correcting measures intended for a preventive leveling of possible deviations in innovation development of a region.

In given article the technique of an estimation of process of investment of innovative activity, based on complex research of structural and functional features and properties, indicators of functioning, factors and conditions of prospects of development of regional economic system is presented. Authors develop system of an estimation of investment process at regional level which covers almost all participants of market relations that promotes representation of the objective, complex economic-statistical analysis of investment processes in modern conditions.

The article provides a mechanism for coordinated management of innovative activity in the region. It includes a perpetual adjustment algorithm for regional policy of innovative development of the territory on the basis of the evaluation of management performance of innovative processes and differentiated instruments of development of innovational activity according to the selected vector of improvement of a control system in the region (formed as a result of joint actions of businesses and regional authorities to provide a high level of innovative development of the economy).

Real conditions of modern managing have caused such condition of the Russian economy at which economic systems of various levels have received sufficient freedom and independence in functioning and management questions. Throughout last years all becomes more actual the concept according to which managerial process by economic systems provides clearness of the received information on system activity, utility and addressing of conclusions. Purposefulness of conclusions of the analysis facilitates working out of concrete recommendations at managerial process updating by economic systems. Accordingly, necessity of theoretical judgement and workings out of practical recommendations about managerial process perfection by economic systems increases.


Evaluation of the food security in the Sakhalin oblast

Importance Food security is one of the most important goals for any country. The first priority of any State is to provide its population with food in its regions. This issue turns to be critical for the constituent entities of the Russian Federation due to the specifics of their territorial and geographical location.
Objectives The research overviews the existing techniques for evaluating regional food security and describes the current food security of the Sakhalin oblast.
Methods The research is based on economic and statistical analysis. The food security of the Sakhalin oblast is evaluated with a comprehensive method requiring to assess the level of regional food security as an integral indicator.
Results Governmental programs for agricultural development in the Sakhalin oblast improved many performance indicators of agriculture and food security. However, the food security level still remains rather low in the region.
Conclusions and Relevance Being assessed through a comprehensive evaluation method, the integral indicator of regional food security allows to make cross-regional comparisons and differentiate regions by level. Whereas there are no official data on certain indicators of food security, it is difficult to use the single set of indicators to evaluate in throughout the Russian regions. The article provides recommendations for improving statistical record of transported resources and imported goods. It is crucial to have reliable information on key indicators of the governmental program for agricultural development to comprehensively evaluate food security.


The main trends in the development of regional labor market

Importance The article studies the regional labor markets. This is important for analysis, forecasting and development of programs of socio-economic development of the regions.
     Objectives The purpose of the article is to analyze the state of the labor market of the Khabarovsk Krai, identify the main issues and trends of its development, as well as assess the effectiveness of its functioning.
     Methods For the study, I used methods of economic analysis and the official statistics.
     Results I have estimated the population's age structure from the point of view of human resources using relative measures and coordination. I have reviewed the share of population by age (under the working age, working-age and older the working age), as well as the coordination indicators (labor substitution ratios, pension load and overall workload). The region's labor market is characterized by a number of positive aspects and problems. I compared the labor market indicators of the Khabarovsk Krai with the average values in the Russian Federation and the Far Eastern Federal District, and I found an increase in the effectiveness of the regional labor market. At the same time, I am noting a steady decline in the labor force due to natural decline and migration to other regions of the country and abroad. This indicates the issue of skills shortages, especially blue-collar jobs, which is partly solved by bringing in foreign labor migrants.
     Conclusions To solve the problem of reducing the size of workforce and skills shortages, the Far Eastern Federal District needs to pursue a sound public policy to consolidate the population in the region.
