Organizational and economic relations in the dairy produce sub-complex of the Penza oblast

Subject This article discusses the issues of improvement of organizational and economic relations in the dairy products sub-complex of the region.
Objectives The article aims to develop proposals and recommendations for the improvement of organizational and economic relations in the dairy products sub-complex of the region and define their prospective directions of development.
Methods For the study, we used monographic, abstract-logical, analytical, and other methods.
Results The article offers concrete variants of distribution of proceeds from realization of dairy production to the final consumer between the main participants of the market of milk and dairy production. It substantiates the concept of creation of a branch cluster in the dairy products sub-complex of the Penza oblast.
Conclusions The organizational and economic mechanism of the cluster functioning should be based on the distributive relations, so that the agricultural organizations, processing enterprises and trade network enterprises were interested in the overall outcomes, taking into account each participant's contribution to their achievement.


On the role of peasant (farm) holdings in the functioning of dairy sub-complex of the region: Trends and prospects

Importance The article discusses the role of peasant (farm) holdings to increase dairy production under conditions of economic sanctions and embargo.
Objectives The purpose of this work is to develop certain proposals and recommendations on promising directions of peasant (farm) holdings' development in the dairy production of the Penza oblast.
Methods For the study, we used the monographic and abstract and logical methods of analysis.
Results The article presents a number of certain proposals and recommendations to boost and improve the dairy sub-complex' production of the Penza oblast, including financial, chain retail system, and State support aspects.
Conclusions The article concludes that for technical and technological modernization of peasant (farm) economies in the region, the number of supply and procurement and processing cooperatives should be increased.


Improving public support of dairy cattle breeding in the region

Importance The article deals with the issues of improvement of the State support for dairy cattle breeding in the conditions of import substitution in the framework of the regional Program of Development of the Dairy Industry of the Penza Oblast for 2014–2016.
Objectives The paper aims to study the peculiarities of State support for the industry through the analysis of current status of dairy farms of the Penza oblast and work out proposals on improving State support to dairy farms of the oblast.
Methods For the study, we used monographic, abstract and logical methods of analysis.
Results The paper describes the main factors determining the need for Government support in dairy cattle breeding and presents certain proposals on improving State support to the industry.
Conclusions The paper concludes that in order to improve the efficiency of dairy cattle breeding, the methods for calculating subsidies per one kilogram of sold milk should be improved. It is advisable to allocate such amount of subsidies, which would bring the level of milk production profitability to 55–60 percent minimum.


Milk production segment of Russia: The current condition and development prospects

Importance Whereas the country should ensure its food security, dairy production becomes one of the priority objectives.
Objectives The research reveals what causes low efficiency of the milk production segment. It also mentions prospects for its sustainable development in the Russian Federation and the need to strengthen the State aid to dairy cattle breeding.
Methods The research is based on monographic, abstraction and logic methods of analysis.
Results We reviewed the current condition of the milk production segment in the Russian Federation. The State should implement economically viable milk cattle breeding programs at the federal and regional levels so to make milk production more efficient. Milk cattle breeding should bring some investment opportunities. For this, each constituent entity of the Russian Federation should create its milk production segments as a real industry.
Conclusions and Relevance We conclude that it is necessary to import less dairy products linking it with milk production volumes. In our opinion, considering an increase in prices and tariffs, budgetary spending should amount to RUB 100–105 bn. The State supports dairy cattle breeding by subsidizing interest rates on loans obtained. In the current economic circumstances, it becomes a primary goal to improve the financial and lending mechanism.


The development of the milk and dairy product market in terms of import substitution

Importance The article discusses the development of the market of milk and dairy products in the context of import substitution. As the object, the article examines the dairy cattle and dairy industries of Russia and the Penza oblast.
Objectives The article aims to show the major problems and solutions to and prospects of the development of the market of milk and dairy products.
Methods For the study, I used the monographic, abstract and logical methods, and a method of analysis.
Results Based on the analysis of dairy farms and dairy industry, I reveal the reasons for reducing the production of dairy products. I have calculated the demand for raw milk and dairy products to achieve self-sufficiency of the Penza oblast. I offer promising directions of improving the effectiveness of the dairy sub-complex of the Penza oblast; one of which is to create a production cluster.
Conclusions I conclude that for the development of dairy cattle breeding, direct support is the most effective measure of State support.
