A regional public-private partnership management system: building a portfolio of projects

Importance The article considers the formation of a portfolio of projects in the regional management system of public-private partnership.
Objectives The paper aims to develop proposals for formation of such a portfolio.
Methods We used a matrix analysis and statistics
Results We developed and propose a mechanism for selection of projects of public-private partnership and formation of the regional projects portfolio.
Conclusions We conclude that the mechanism will help to balance the development of the region when making decisions on public-private partnership instrument expediency for regional projects implementation.

Importance The knowledge economy mainly pursues the transition to innovation, which are impossible without investment in human capital, advanced R&D, thus accelerating the development of the high-tech sector and drifting from uncontrollable economic growth to sustainable development.
Objectives The research examines how R&D and human capital influence sustainable development.
Methods The research is based on statistical data of development programs adopted by the UN, World Bank, UNESCO, Eurostat. Relying upon the data, we perform a cluster analysis of various groups of States and study them by socio-economic development, level of high-tech sector, human capital. OriginPro 8.6 is used to visualize the findings.
Results Economic growth and public wellbeing were found to be more and more dependent on accumulated advanced knowledge and information resources, with the man, human mind and scientific ideas being the cornerstone for them. The human capital quality can be compared with economic growth. Therefore, investment in human capital will foster economic growth.
Conclusions and Relevance Contemporary society creates appropriate conditions for economic growth by ensuring high labor productivity, technological retrofitting of production processes, development of modern communication means. However, economic growth is insufficient to curb the poverty, unless it is general and includes three UN aspects of sustainable development, i.e. economic, social and environmental.


Benchmarking of using private-public partnership in the regions of the Russian Federation: Evidence from the Komi Republic

Importance As global practices show, public-private partnership effectively allows for raising additional funds to develop road and social infrastructure. This tool becomes even more important during recessions, when the State suffers from insufficient finance and increasing social needs, including the development of the road and social infrastructure.
Objectives The research represents a benchmarking analysis of using PPP in the Russian regions to enhance the use of this tool and subsequently implement public interest projects, illustrating the Komi Republic.
Methods We analyzed documents and some researches, and used statistical processing methods.
Results We evaluated the development level of public private partnership in the Komi Republic, including an analysis of the 2013–2015 PPP development ratings of the Russian regions as prepared by the Ministry of Economic Development of the Russian Federation and PPP Development Center. We emphasize the Komi Republic's experience in PPP projects and summarize practices of the Russian leading regions, which had record high indicators of developing the PPP mechanisms in line with the 2014–2015 PPP development ratings of the Russian regions.
Conclusions and Relevance Following the research, we formulated our own recommendations for applying the best PPP practices so to improve its use.

Importance Leading scholars around the world express their concerns about a rapid economic growth that can but decline one day. It will inevitably deplete all possible resources, i.e. raw materials, human and natural resources. There is no need in striving to an uncontrollable economic growth, while it can be substituted with sustainable development and reduce disparity in economic development of nations.
Objectives The research analyzes the effect of human capital on the sustainable development of economy.
Methods We use statistical data of the World Bank and the UN Development Program. They underlie a cluster analysis of some States with different levels of human capital, socio-economic development and environmental situation. OriginPro 8.6 was used to visualize the data.
Results Nowadays, developed countries demonstrate lower economic growth rates in comparison with developing economies, which retrofit their manufacturing sectors, implement the state-of-the-art technologies, involve cheap manpower and labor discrimination, low environmental standards. Having adopted the concept of sustainable development, developed countries pursue the compliance with it by moving their science and technologies forward, taking care of the living standards of the current and future generations, thus obstructing their economic growth.
Conclusions and Relevance Currently, natural resources diminished almost to their depletion, and economic growth is mainly driven by innovative developments and discoveries. Sustainable development requires not only investment and new technologies, but also the revision of civilization priorities, refusal from certain benefits for the sake of the future generations to come.


The reform of public finance of the Russian empire in the early nineteenth century

The article discussed the situation in the management of public finance, as it happened in the early 19th century. The ascent to the throne of Alexander first marked the beginning of the reforms that are closely associated with the name of M. Speransky. It was his ideas, outlined in "Plan of finance", formed the basis of the reform. The author`s conclusion. Despite the fact that the main goal was not achieved, implemented measures helped to stabilize the situation in the sector in the short term. In some respects the ideas of the plan ahead of their time and were implemented only after many decades.

The article considers the possibility of reorganization at enterprises municipal passenger as Bratsk merger assesses its financial and economic feasibility based on the identification of positive and negative moments. In the article it is noted that non-deposit financial institutions have very short term of existence in Russia. The special place in this row is taken by the non-state pension funds (NSPF), whose place isn't limited to only economic functions. In this regard activity of NPF is of special interest both for ordinary citizens, and for researchers. The structure and the NPF loudspeaker during the pre-crisis and post-crisis periods are considered. Attempt to estimate efficiency of functioning of a number of the funds having a high rating, from the point of view of achievement of main objectives on the set time span is made. The problems which have risen with all sharpness during last crisis before all NPF institute in Russia are formulated.

In the article formation of revenues of the budget of Volgograd is analysed. It is established that the greatest volume of means arrives in local budgets for a tax on the income of individuals and to a profit tax of the organizations. As a result of the analysis authors came to a conclusion that development of small and medium business will allow to increase the volume of monetary receipts in the budget for both articles. In this research ways of support of small and medium-sized enterprises and improvement as a whole investment climate of the territory are considered.

Importance The article reviews issues of generating and maintaining stress resistance of the society and the State in the current circumstances at each level of the social system.
     Objectives The research pursues a social and political analysis of the stress resistance structure of the society and the State, mechanisms for generating stress resistance, formulating the main areas for improving the stress resistance in the society and the State.
     Methods The research relies upon a horizontal and comparative analysis and reviews the contemporary concept of the social development as articulated in the proceedings of P.A. Sorokin, K. Mannheim, T. Parsons, A. Giddens, P. Sztompka, G. Bechmann on risks influencing the social processes.
     Results We find directions for improving stress resistance of the Russian society and the State during the transition to the post-industrial, information society and growing globalization. The results may be applied to solve a wide spectrum of tasks for ensuring the national security, sustainable development of the society and the State in various and emergency situations.
     Conclusions and Relevance We conclude that stress resistance is a crucial component of national security that reflects how the society feels, and each aspects of its life at various levels. It is important to develop areas for increasing the stress resistance of the society and the State that requires a comprehensive approach to their implementation.
