The author poses the question of the need to find alternative measures for business support in addition to the existing package. The relevance of such a task is associated both with the limited budgetary resources and with the modest results obtained from the use of traditional measures: allotting of grants for starting a business, subsidized interest rates, preferential lease of municipal property etc.

The author analyzes the dynamics of the mutual funds market in the period 2008-2010, when there was a significant outflow of investors, many of whom have left the market. Among major factors of collapse of the market is intensity in the international financial markets, and also speculative specifics of investment of the Russian clients. These factors limit and further opportunities for market recovery, which will inevitably lead to a change in the configuration of the market.

In article the analysis modern a condition of a wood industry of the Russian Federation, including influence of financial and economic crisis on achievement of intermediate reference points of development of the industry, fixed in strategy till 2020 is considered. The author specifies necessity of continuation of discussion concerning separate positions of the given strategy, in detail investigating opportunities for overcoming negative tendencies with the help of various institutes of economic development. It is offered two stages to development of a wood industry at active participation of the state.


Regionalism and integration in the post-Soviet space

Quite common is the view that the attempts of a new economic integration of the post-Soviet states cannot be effective and each state should independently strive to integrate into existing international trade, investment, and production and migration system. The author points out that this opinion is explained by the weak growth of mutual exchange. However, the author suggests that the approaches to the analysis of the integration in the post-Soviet space require some correction. Moreover, the paper indicates the possibility and the need to complement the traditional economic criteria by non-economic criteria, which may encourage on-coming traffic even contrary to the rational arguments.


Increasing the efficiency of government program implementation through the project-based approach

Importance Program approach is one of important mechanisms of State influence in economic sectors. However, nowadays a possibility is considered to correct the program approach, improving the quality of development and implementation of government programs, and to apply project principles, involving a thorough analysis of specific projects and enterprises.
Objectives The aim is to study major problems in using the program approach, to search for possible solutions, including through the synthesis of program approach with project-based techniques, and to suggest an algorithm for selecting the applications to provide State support.
Methods In the course of the research, I used sociological methods to collect primary information, a comparative analysis, expert interviews, and financial modeling.
Results The paper identifies main problems of program approach and offers recommendations for their solution through active State industry policy, optimization of development process, implementation and monitoring the government programs through the implementation of project mechanisms. I propose an algorithm for selecting the applications for State support. The obtained results can be used in the current activities of federal and regional executive authorities.
Conclusions The use of project approach in the development and implementation of government programs can improve their quality, define clear criteria and requirements for applications of those who need State support, and provide the necessary level of synchronization of activities under government programs and the budgetary process.


The human resources of science and education of the northern regions

Importance The article considers the problems of the economic structure and improvement of the quality of life of the northern regions of the Russian Federation. Scientific organizations have a positive impact on the quality of education, especially the higher education. Thus, the conservation and optimum utilization of the scientific capacity of the North have become more important.
     Objectives The aim is to search for the existing problems of science development in the North and possible solutions on the basis of the quantitative analysis of research results, science funding indicators and reproduction of scientific personnel in the spatial dimension.
     Methods For the study of science of the North, I have applied indicators on the basis of Hirsch index, to compare different regions on average and total research performance levels. To do this, I have analyzed the scientific capacity of ten regions in the North and Arctic of the Russian Federation, the reproduction of their scientific and pedagogical staff. I compared the data obtained with the cost of research and development.
     Results The results of the article include the estimation of science and education staff administration of the northern areas; the identification of regional disparities between the levels of science development, graduate students training and university graduates. I investigated the degree of conformity between the financing of fundamental and applied research and the results.
     Conclusions and Relevance I concluded on the need of interregional interaction of research centers with the major universities in order to optimize the use of the available human resources and equipment. I show the importance of the expansion of grant programs designed to upgrade high-tech equipment and the necessity to develop methods of forecasting and management of intellectual potential of the North. The results of the study may be of interest to scientific and educational institutions, and public authorities in formulating regional development programs.


Problems and prospects of development in Russia of wholesale distribution centers for sales of agricultural products

The article points out that the existing commodity distribution network creates barriers on the way of Russian agriculture development. The heyday of large retail networks, which comes against the backdrop of the continued degradation of municipal and cooperative markets, stimulates the growth of food imports and limits the product potential of the rural areas. There is a huge level of agricultural losses, reducing of the quality of agricultural products and cost development. The establishment of a network of wholesale and distribution centers, following the example of foreign countries could solve this problem, but, first of all, it is necessary to analyze the factors that could determine the form of the project, as well as the specifics of the Russian conditions. In particular, the authors made an analysis of such aspects as the intensity of agricultural production and physical distribution system in Russia, including their comparison with the selected foreign countries. Separately, the authors considered the issue of the basic cooling agent and the need to develop a national technology of food logistics. As a result, the authors conclude that the network of wholesale and distribution centers under formation must be national in scope, to ensure the best interests of the local (Russian) agricultural producers, but at the same time, it must guarantee an optimal rhythm of work of the regional centers. In such a case, the State gets new and more effective ways to support agro-industries, without violating the requirements of the WTO rules. The authors emphasize that the development of the network may be backed not only by the State resources, but also by the resources and competence of private companies, including, if it is necessary and possible, the use of the already prepared infrastructure.


Advanced development territories: high risks and the need for an active sectoral policy of the State

Importance To optimize the evolving process of Russia's territorial development, it is necessary to analyze risks and opportunities of creating territories of advanced social and economic development.
     Objectives The objective of the research is to analyze risks the State is exposed to when establishing the territories of advanced social and economic development in the Far East.
     Methods The research involves examining regulatory and legislative documents, working documentation of certain projects to be implemented in the territories of advanced social and economic development. The research draws on my communication and interaction with parties involved in the process (residents, representatives of regional and federal authorities, experts).
     Results
In my opinion, if territories of advanced social and economic development are organized, it will give certain impetus to the economic development of the Far Eastern regions. Residents of the advanced development territories will enjoy the following benefits: substantial tax benefits, State finance of infrastructure, tax preferences, migration preferences, and opportunities for close cooperation with the State through a managing company. However, the State is exposed to rather high risks in embarking on the process. First, the risks are associated with effective spending on infrastructure and regulation of the managing company's activities. Second, the Federal budget is limited in relation to reimbursement of income regional and municipal budgets lose. Furthermore, these and other risks become more probable due to expedited drafting and editing of regulatory documents, and performance of feasibility studies of projects.
     Conclusions and Relevance To mitigate the risks, I assume it is necessary to consider the territories of advanced social and economic development as a special environment for achieving governmental objectives, rather than a 'goal in itself'. Therefore, governmental objectives should be publicly formulated in the sectoral context, and a program for achieving them should be set forth using capabilities of the advanced development territories and supporting activities, with some of them described in the article.
