By analyzing the various options modernize the Russian economy, the author concludes that a simple increase in funding for research and development will not result in a breakthrough in innovative development of the country. In certain cases, foreign investment is a tool for transfer of capital from the country, which creates a threat to national economic security. By means of the constructed models of financial stability of the organizations the main problems inherent in insurance of space risks were revealed.
