Institutional limitations to formation and realization of socio-economic policy in Russian northern cities

At present the municipal reform directed to strengthening positions of the institute of local self-government in Russia and ensuring socio-economic development of municipalities acquires a special importance. The work analyses formation of local self-government and socio-economic policy in northern Russian municipalities, which has shown that socio-economic policy in Northern municipalities is characterized by fragmentariness, scantiness of the economic basis, lack of qualified personnel and institutional limitations.

With development of local government the Russian cities have an opportunity independently to define strategy of the social and economic development. Now the strategic documents are developed practically in all municipalities of the country. On the basis of the strategic documents of the city districts of the Far North of the Russian Federation and data on their realization the analysis of practice of application of the methods of strategic management by social and economic development in the northern cities was carried out.


Russia's competitiveness in the world economy: the results of international ratings

Importance The article focuses on the national competitiveness as one of the most vital issues of the economic policy, thus ensuring the national security.
     Objectives The research examines Russia's position in international competitiveness ratings to formulate recommendations in the economic policy and identify possible prospects for improving the competitiveness.
     Methods I performed a content analysis of proceedings by national and foreign scientists on the competitiveness of countries, and competitiveness indicators and relevant reports. I applied methods of comparative, logic, economic and statistical analysis.
     Results The article presents an analysis of trends in Russia's position in global competitiveness ratings, determines the most vital issues of attracting investment and business development in Russia and provides a road map for addressing these issues.
     Conclusions I conclude that the effective economic policy should be entirely revisited so that the Russian economy could overcome the crisis and improve its competitiveness. The State policy should envisage the improvement of the regulatory framework, development of markets of commodities and services, antimonopoly policy, development of the financial sector and corruption combating.


The investment and business climate in Russia: An international view

Importance The article discusses methodological distinctions and Russia’s position in international studies that comprehensively analyze the investment and business climate of national economies.
Objectives I study Russia’s position in international ratings of investment and business climate so as to give my recommendations for improving the main areas of the governmental investment policy that influence the investment climate and business conditions in the country.
Methods The theoretical and methodological framework comprises proceedings of the Russian and foreign scholars on the creation of favorable investment and business climate nationally and regionally. The data set of the research relies upon researches of the World Bank, Organization for Economic Cooperation and Development, World Economic Forum, Institute of Management Development in Lausanne and research by A.T. Kearney consulting company – Foreign Direct Investment Confidence. I apply modern general scientific methodology implying a comprehensive approach, scientific abstraction, techniques of analysis and synthesis, method of comparison and analogies.
Results For purposes of the research, I conduct a comparative analysis of Russia’s positions in international ratings, such as Doing Business, Product Market Regulation, New Business Density, Global Competitiveness, World Competitiveness and Foreign Direct Investment Confidence. The article indicates the most critical issues of business development and investment climate.
Conclusions Despite positive changes in Russia’s position in various international ratings, the investment and business climate is still not very attractive for foreign investors.
