An analysis of integrated environmental and economic efficiency of the Southern Federal District regions

Importance The article deals with the issues of rational planning and simulation of negative environmental effects. The economic and ecological systems of regions of the Southern Federal District and region-specific environmental effects are the subject of the research.
Objectives The article aims to perform a qualitative analysis of the calculated coefficients of effectiveness of regional economic systems of the Southern Federal District subjects.
Methods For the study, I used the methods of data envelopment analysis, statistical analysis, and the qualitative analysis.
Results The article presents the results obtained concerning the performance of various regions of the Southern Federal District by economy’s development, measures to maintain a satisfactory level of regional ecology, and human impact on the ecosystem. No region of the considered ones shows a good case of eco-efficient economy.
Conclusions Most of the Southern Federal District regions have an average efficiency of economy. Some of them are ineffective. The District regions show a growth of unwanted parameter values such as the amount of waste if recycling is not effective.


Optimizing regional ecological-and-economic planning using a data envelopment analysis

Importance The article deals with the issues of assessment of the performance of socio-economic systems, considering them both by economic and environmental parameters.
Objectives The article aims to analyze the environmental and economic parameters of the regions of the Russian Federation most contributing to eco-economic efficiency, identify the most and least effective regions, and correlate the results obtained with the priorities of the local environmental and industrial strategies of the regions.
Methods For the study, I used a data envelopment analysis.
Results The article identifies that modelling using the data envelopment analysis will enable the regions to harmonize the indicators and benchmarks of strategic objectives and identify the negative environmental effects, mitigating which the entity can be as effective as possible with no negative dynamics imparted to favorable economic effects. The article presents certain recommendations to further improve the method used to address environmental and economic concerns.
Conclusions Modelling using the data envelopment analysis can be a tool for measuring sustainable development within the region's economy, as well as a way to address the current problem of diluted strategic goal in environmental management.


Quality management at the meso level (the Southern Federal District energy system case study)

Importance Managing the electric-power industry's quality at the enterprise level does not allow full assessing the economic, organizational and technical aspects of the quality assurance for the entire process chain from power generation to power distribution. The quality management methods at the level of technological chain in the energy sector (electricity) are the subject of the research.
     Objectives The goal is to generalize the methodology of TQM (Total Quality Management) at a meso-economic level, i.e. the regional and sectoral ones.
     Methods My paper analyzes the research on emerging methods and technologies for assessing and monitoring the quality of power at various levels. I have considered the current indicators of the quality energy system of the Southern Federal District and proposed new ones. I have calculated quality indicators on the basis of the open statistical data of the generating, grid and distribution companies and compared them by the regions of the Southern Federal District.
     Results and Conclusions I have concluded that the current performance evaluation of the quality of regional energy systems and economies do not allow to make an assessment at the level of enterprises and production chains. I propose the idea of an integrated indicator (a system of quality indicators) and a simplified model of its calculation. The model takes into account the stages of production, transmission and distribution of electricity, as well as the heterogeneity of regions.
     Relevance The results of my study may be used to develop regional algorithms to achieve the objectives outlined in the "Energy Strategy of Russia until 2030"; to point out those areas where it is necessary to develop less energy-intensive energy schemes; to involve renewable energy sources in the energy balance, local fuels, secondary resources and to find out the regions where the development of distributed power generation and increased investment are most appropriate.
