Problems of modernization of machine-building enterprises of Russia at the present stage

The article analyzes modernization problems of the Russian machine-building enterprises at the present stage; the problems that are typical of the Russian domestic market. The authors analyze and estimate some modern trends, and they emphasize the problems of the enterprises that require re-equipment.

Subject The paper analyzes the condition of machine-building enterprises using certain premises of the pre-project analysis method, and considers the applicability of methodological provisions of the modernization theory.
Objectives The aim of the study is to examine problems identified through the analysis of Russian enterprises using our unique methodology, to assess prospects for enterprise modernization by industries, and factors influencing the modernization.
Methods We employed econometric methods to analyze various aspects of machine builders' activity, and defined the most efficient approaches to assessing the state of these enterprises.
Results We assessed the condition of machine builders, performed a factor analysis and highlighted critical factors of the condition of domestic machine-building enterprises. We also performed a cluster analysis and identified groups of companies with different levels of equipment status. The comparison with world-class indexes enabled to evaluate the economic potential of modernization, output growth, and cost reduction.
Conclusions and Relevance Based on the assessment of enterprise condition, it is possible to appraise prospects and possibilities of the State on a long-term horizon.


Exploring the strategic perspectives for machine tool industry modernization

Importance Under sanctions and difficult geopolitical situation, developing the domestic production of capital equipment is a priority task of the State to ensure process safety.
Objectives The article discusses the structure of the machine tool market, the place of domestic machine tool industry and the significance of its segments to analyze strategic prospects for modernization and their applicability for a number of enterprises operating in the domestic machine tool industry.
Methods The study draws on methods of comparative and statistical analysis.
Results The paper identifies major problems of machine-building enterprises, including the recent expansion of machine-building imports, the combination of investment in fixed capital of the industry and inadequacy of investment to create a new technological base for technological re-equipment of the Russian industry based on national research and development.
Conclusions and Relevance The analysis shows that while developing the strategy of import substitution, it is necessary to replace those types of equipment that in the future may serve as a basis for modernization and re-equipment of machine-building enterprises, enable to maximize the revenue side of the budget and boost competitiveness.


The analysis of the development of the Russian tool industry in the framework of the sustainable development concept

Importance The article explores the economic component of sustainable development through the classification of industries from the perspective of assigning the output goods to fixed or current assets, using different types of resources and assessing their condition. It considers factors of production affecting the achievement of the result and determining the development of economic systems at the meso- and micro-hierarchical level.
Objectives The aim is to assess the function of economic systems of different hierarchical levels on the tool-making facilities case.
Methods We apply an approach using general and special methods of comparative and statistical analysis, synthesis and analogies.
Results The paper analyzes the development of the Russian tool-making industry on the basis of resource-oriented approach to assess the functioning of economic systems at various levels. We review interrelations between resource use efficiency, types of sustainable development of economic systems at various hierarchical levels and strategic security of the country.
Conclusions Any development can be considered sustainable, if there is an increment in the intensive development of economic systems at all three levels.


Analyzing the economic aspects of small and medium capacity nuclear plant development in Russia

Importance The article considers the economic feasibility, opportunities and prospects for small and medium capacity nuclear plant development in various aspects of activity through the energy component.
Objectives The purpose of the study is to explore comparative system-based estimates of development prospects for small and medium-size nuclear power plants to unveil key advantages in relation to other energy sources on an interdisciplinary basis, to review the possibilities of attracting investment in projects for small and medium-sized nuclear power plant creation.
Methods The study rests on comparative and statistical analysis, methodology for public-private partnership management, stakeholders theory, and methodological principles of territorial and industry-specific large-scale systems.
Results We defined basic problems related to small nuclear power development, its role and place in the system of nuclear energy in the territorial power market, its significance in territorial development. The paper considers approaches to investment attraction to small and medium-sized nuclear power plant projects.
Conclusions Large-scale projects requiring over 20-year planning horizon should be implemented only under direct control of the State and methods of public-private partnership and territorial and industry-specific large-scale systems.


Prioritization and evaluation of technological condition of enterprises when implementing modernization projects

Importance The sanctions imposed by some countries, designed to complicate the economic situation in Russia, give the chance to domestic businesses quickly and effectively upgrade the industry. The article deals with the elements of prioritization and assessment of the condition of enterprises in projects of modernization of the machine-building enterprises of the Russian Federation at the present stage, typical of the domestic market.
     Objectives The aim of the study is to examine the issues of prioritization and evaluation of technological condition of the enterprises when implementing modernization projects.
     Methods Using econometric methods, the authors analyze various aspects of the modernization of the machine-building enterprises; identify the most effective approaches to the assessment of enterprises, and exercise their benchmarking analysis.
     Results The study assessed the modernization priority based on the analysis of the significance of the enterprise for the Russian economy. The authors conduct a comprehensive technical evaluation of the previously installed systems and equipment, as well as the existing technological procedures. They selected the type of upgrade. Through comparison with the world activities indicators, the authors estimate the economic potential of modernization, production growth and cost reduction.
     Conclusions and Relevance The authors conclude that the procedure of modernization consists of three main phases: pre-project, project, and post-project. The correct prioritization and evaluation of technological condition of the enterprises when implementing modernization projects will help using State guarantees and will make the project more viable upgrade.
