The analysis of social and economic effects of the international standards introduction in high technologies (Wind-power engineering as an example)

The paper studies the functioning of Russian new standards in wind-power engineering, developed on the basis of the international IEC 61400 standards. The authors analyze the participation of the National Committee on Standardization of Russia in activities of design teams on standards development. They also consider the influence of standardization on the process of diffusion of innovation development, and on advancing of innovation products in international markets.

Importance The article reviews effectiveness issues of environmental activities at the regional level. We also introduce a concept of the regional environmental management system and substantiate whether regional environmental management systems can be evaluated in relation to the ideal leading region.
Methods We used the methodology of data envelopment analysis and the elaborated framework of nonparametric optimization methods to address the issue of evaluating the comparative efficiency of regional environmental management systems.
Results The proposed approach was tested while addressing the issue of evaluating the comparative efficiency of regional environmental management systems in the Southern Federal District. The Republic of Adygea was found to have the most effective regional system for environmental management since it ensured the highest reduction in negative environmental effects at the lowest costs.
Conclusions and Relevance The proposed method can be used to improve the quality of managerial decisions concerning regional environmental management.


Development of regional environmental management models in accordance with ISO 14001:2015 innovation format

Subject The article deals with the issues of development of models and methods of harmonizing the environmental policies of individual enterprises and organizations with the development strategies of regional socio-ecological-economic systems, in general.
Objectives The purpose of the study is to develop a typology of regional economic systems of subjects of the Russian Federation by volume and specificity of produced negative environmental effects, for further optimization of strategies for environmental activities at the regional level.
Methods The main method of research is a cluster analysis. To carry out the analysis, we used a hierarchical algorithm for k-means clustering and STATISTICA software package. The annual State reports On Environmental Conditions and Protection in the Russian Federation for 2010–2014 served the research database.
Results The cluster analysis results show that it is possible to select several specific types of regional socio-economic systems; a particular model of regional environmental management can be assigned to each of them. For the two main models of regional environmental management, we offer specific tools to stimulate enterprises and organizations to more responsible environmental behavior
Conclusions The proposed instruments are market-oriented, and they stimulate the regional economy to the best available technology, which should have a positive impact not only on the ecology of the region, but also on its economic development.


Analysis of ecological efficiency of Russia's electric companies through the data envelopment analysis methodology

Subject The paper reviews the possibilities of applying the data envelopment analysis (DEA) methodology to optimize environmental performance of companies operating in the electric power industry.
     Objectives Recently, DEA has been successfully used in practice to evaluate the potential of energy saving and reduce emissions of greenhouse gases. The Environmental DEA term refers to the method of data envelopment analysis specifically designed to optimize the operations of regional and national energy systems. The specifics of the method are the impossibility to fully eliminate negative effects of energy systems (i.e. emissions) as energy generation inevitably involves emissions. The study aims to analyze different approaches to modelling the irremovable undesirable effects of production process that exist in literature worldwide, to select and test the most successful approaches to evaluate environmental efficiency of generating companies.
     Methods To compare the ecological efficiency of generating companies, we used the basic output-oriented data envelopment analysis model.
     Results We computed the efficiency coefficients of 20 companies. We made the calculations using the DEA-Frontier software. We have determined effective and ineffective companies (from the perspective of environmental impact). For ineffective companies, we identified optimal ways to improve the efficiency.
     Conclusions The paper shows the possibility of using the basic input-oriented CCR DEA model to perform a comparative analysis of ecological efficiency of large generating companies in Russia. The findings may be useful for evaluating the practicability of investment programs of generating companies from the ecological perspective, developing ecological standards, energy-saving programs, and government programs for modernization processes in the electric power industry.


Technological progress and energy efficiency in industry and transport

Importance In recent years, Russia pays great attention to the issues of energy efficiency, both at State level and within the scientific community. The first federal law on energy conservation was adopted in Russia in 1996, and in 1998 it launched the first federal program aimed at energy conservation and improving the energy efficiency. From 1995 to 2013 in Russia, there were elaborated and adopted at the governmental level three energy strategies, highlighting various aspects of the energy efficiency of the economy, more than 260 regional legal acts in the sphere of energy saving and energy efficiency, as well as the Federal Law of November 23, 2009 № 261-FZ "On energy conservation and energy efficiency and On amendments to some legislative acts of the Russian Federation". Despite this, energy efficiency in Russia remains lower than in developed countries, so research in this area remain relevant.
     Objectives The purpose of the article is a study of the impact of technological progress on energy efficiency in industry and in transport by cross-correlation and regression analysis.
     Conclusions and Relevance As a result of the research, we can conclude that the cost of technological innovation by industry in 1998-2011 was mostly without taking into account the requirements for energy efficiency. The processes of modernization in transport, in total, have been implemented primarily through the purchase of imported equipment and vehicles, which had a positive impact on the energy efficiency of vehicles, but had no impact on improving the energy efficiency of rail transport and pipeline transport. The results and conclusions can be used to develop programs to improve the energy efficiency of industrial production of different level: from those ones of individual enterprises and organizations to federal and industry programs.


Developing Regional Environmental Management Models in Compliance with the Innovative Format of ISO 14001:2015

Importance Considering the transition of environmental management systems to the innovative format under ISO 14001:2015, it necessitates models and methods for separate enterprises and organization to harmonize their natural protection strategies with strategies for developing regional social, environmental and economic systems, as a whole, and offers opportunities for improving local environmental management tools.
Objectives The research determines the types of regional economic systems in the constituent entities of the Russian Federation by volume and specifics of a negative environmental effect so to further optimize natural protection strategies at the regional level.
Methods The research relies upon a cluster analysis performed by the hierarchical clustering principle through the k-means method (clustering). Calculations were made using the Statistica software package, with the regions being clustered by a set of statistical indicators of the environmental cost of public interest product manufactured in a certain constituent entity of the Russian Federation, and indicators of households’ consumption of natural resources and quality of environmental management in the housing and utilities sector. The information framework comprises State reports, On the Current Situation and Protection of Environment in the Russian Federation, for 2010 through 2014.
Results As the cluster analysis shows, it is possible to point out several types of regional socio-economic systems, where each of them can be linked with a certain model of regional environmental management, which would comply with the specifics of adverse effect the economy and population have on the environment. As for two principal models of regional environmental management, we proposed specific tools to encourage enterprises for more responsible environmentally-friendly behavior.
Conclusions and Relevance The proposed tools are market-oriented, stimulating the region’s economy for adoption of the best available production technologies and subsequently supporting the region’s economy and its economic development.

The article points out that in the past two decades, questions of energy audit of enterprises and organizations have acquired particular relevance in Russia. The Russian authorities have approved a number of legislative instruments relating to the power saving among them as follows: the Federal Law "On energy saving" in 1996, Federal Target Program "Energy saving in Russia" in 1998, the series of standards to regulate the issues of energy conservation in 1999, the energy strategy for Russia for the period up to 2020 in 2000, Federal Program "The energy efficient economy for the period up to 2002-2005 and for further extension up to the year 2010" in 2001. As a result, the authorities have developed a significant amount of techniques, varying both in appearance and profile of the investigated object, and level of detailed elaboration of the energy survey. The paper makes an attempt to systematize and generalize techniques of energy-related surveys, proposes their classification, provides the comparative analysis of strong and weak sides, and it also proves the need for a special class of techniques for conducting energy surveys of enterprises and organizations of the service industry. The proposed classification covers all types of energy audits and related engineering, analytical and design works and it serves to the purposes of the systematization and integration of the existing scientific and methodological developments in this area. In addition, its open structure allows making changes and additions to the extent that of improving energy management in enterprises and organizations without significant changes to the basic structure and principles adopted by the hierarchical order. The authors emphasize that the implementation of the proposed classification in the practice of the development of scientific and methodical support of the process of implementing of energy efficiency programs will allow to form the more transparent information environment, reduce the duplication of research and practical using of low quality techniques, or of those that are not consistent with the objectives of the specific energy audits.
