The saved up experience of regions on a resolution of conflicts of interests of the parties is analyzed. The article presents the results of study of the different ecologic characteristics of the forest condition in Krasnoyarsk region. The authors offer a methods of ecologicla and economical evaluation of the forestry in the region, that allows to perform comparative analysis of the current condition of a given territory in comparison with the others, analysing several indicators that describe the different asects of the forest condition. Such comprehensive evaluation can be used for finding out the forests potential ability to absorb СО2; that is one of the obligations of the countries of the Kyoto Protocol.

Importance The article analyzes the current state of the timber processing complex of the Krasnoyarsk Krai in terms of production of wood products, foreign trade, employment, and the implementation of investment projects in the industry.
Objectives The study aims to analyze the current situation of the forest industry of the Krasnoyarsk Krai, and identify the main problems and possible directions of further development of the industry.
Methods For the study, we used the methods of comparative and spatial analyses at the macroeconomic level, using official statistics.
Results We have identified the main obstacles to the sustainable development of the industry in the Krai: the inefficiency of public investments, large volumes of illegal logging, undeveloped forestry infrastructure, the lack of a comprehensive assessment of the competitiveness of the Krai's forestry. We offer certain proposals to improve the regional forest policy in the medium and long term.
Conclusions The Krasnoyarsk Krai is undoubtedly one of the leaders amongst Russian regions in the forest industry by a number of indicators. The Krai has a great potential for further development of the forest industry, including the production of products with high added value.


Economic aspects of nuclear power engineering involved to address issues of global climate change

Importance This article considers the possibility of solving the issue by developing nuclear energy as an alternative source of electricity generation, which is characterized by high environmental efficiency.
Objectives We conduct our own comprehensive study into nuclear energy use to solve the global climate change problem, assess nuclear energy risks through a retrospective analysis of the industry development.
Methods The research involves methods of comparative analysis and an integrated survey of the research area.
Results Nuclear energy has no effect on the carbon balance, which is proved by the results of a comparative analysis of various electricity generation characteristics. Nuclear energy risks were found to be artificially overestimated.
Conclusions and Relevance If thoroughly designed and properly operated by high professionals, nuclear power plants are a safe source of energy, which is capable of ensuring high electricity supply, thus substantially reducing the environmental footprint. Whereas electric power plants almost do not exhaust greenhouse gas, they are able to reshape the global environmental landscape.


Evaluation of regional ecological and socio-economic well-being of the Krasnoyarsk Krai: a new approach

Importance The article deals with the problems of complex measurement of the well-being of inhabitants of countries and their regions. The paper considers the indicators relating to growth of national income, as well as the social and environmental conditions of human life.
     Objectives The aim of the paper is to develop an integrated assessment tool for socio-ecological and economic well-being of the people of the Krasnoyarsk Krai.
     Methods We used a methodology applied in the calculation of the true measure of progress to assess 17 out of 26 indicators, in accordance with the specifics of the Russian statistics data sets.
     Results We have identified a gap in the dynamics of the GRP and the true measure of progress of the Krasnoyarsk Krai, which is 30-35%. We prove that the population of the region is substantially damaged by environmental violations, and this cannot be offset by economic growth. The social factors have less impact on the level of a true measure of progress. We note that the estimation of the true measure of progress may be overstated because of the lack of basic data for calculation.
     Conclusions and Relevance We point out that the results of this research are intermediate, so that the justification of the method needs to be continued. We provide certain proposals for improving the system of State statistics for more reliable baseline data and evaluating the true measure of progress as an important and promising instrument for economic, social and environmental policies at the regional level.


The Russian car industry: results, trends and prospects

Importance During recent years, Russia has significantly strengthened its position in the global car market. Among other things, this is subject to the introduction of industrial car assembly regime, which led to radically new development of the automotive industry. In this regard, the study of problems and prospects of the Russian car industry seems to be strategically crucial.
     Objectives The main goals of the study are to identify the main system problems in the Russian car industry, to review the results of implementing the industrial assembly regime for foreign makes, to analyze production volumes and car sales dynamics in Russia, and to identify priority development areas of the car industry.
     Methods The article provides the analysis of dynamics and structure of production volumes and car sales during recent years, estimates the introduction of industrial car assembly regime and analyzes government measures aimed at Russian car industry development.
     Results We provide characteristics of the current state of domestic car industry. We also present a set of government measures to overcome the main problems in the Russian automotive industry.
     Conclusions The conclusion is that significant positive changes in the Russian car industry mostly depend on the introduction of industrial car assembly regime. We have identified the main development areas: increasing the localization level, strengthening cooperation with major foreign car makers, and creating the competitive car components market.
