Subject The article discusses the issue of evaluation of social security infrastructure management effectiveness of tourist destinations at all company-to-regional ministry levels.
Objectives The paper aims to define a matrix of key variables that describe the level of development of the regional infrastructure of social security. Using the DEA-analysis method, the paper aims to identify the areas with the most productive social security infrastructure management in relation to the tourist industry in the region, and determine the optimal structure of the situational characteristics of social security infrastructure of tourist destinations.
Methods For the study, I used the DEA-analysis method and public statistics.
Results As a result of the DEA-analysis and open statistical data, I identified the most effective social security infrastructure management systems in the regions of the Volga Federal District.
Conclusions The DEA-analysis allows defining a vector of search for constructive solutions to optimize the management of social security infrastructure of the region, implement the monitoring functions and elaborate plans for future development.

World financial crisis continues "to compress" real economy in the countries BRIC, the enterprises reduce workplaces or even are closed, number of unemployeds in these countries has come nearer to 150 million person. The peak of unemployment is not passed yet. Financial crisis has affected not in the best image rates of growth of economy of the countries BRIC. Decrease in consumption in USA and the Europe has led to overflow of their own markets (except for Russia), - in all countries BRIC in 2009 problems with inflation have become aggravated. The economic crisis provokes political instability.
Charges of the population of the countries BRIC are obviously insufficient to compensate recession in the USA and the Europe and to keep rates of growth of economic even at a level of 0,3-0,5 % in a year. Their purchasing capacity is still much weaker in comparison with the rich countries - such, as the USA and Japan. The matter is that, despite of rough economic development of these countries in previous years, the population in them, substantially, still remains poor, that is reflected in structure and scales of the market of consumption. And by the given moment the situation has not improved. Layers with a high level of incomes have quickly enough settled a market capacity.

Subject This article discusses the key points of the methodology for relative efficiency assessment of financial management based on Data Envelopment Analysis (DEA analysis). I used the DEA analysis for the comparative effectiveness assessment, in a comprehensive manner, of the consolidated budget performance by the Russian Federation entities and territorial public non-budgetary funds for preschool education, as a result of 2015.
Objectives The article aims to address key issues in the practice of DEA analysis, identify the RF entities showing the most productive practice in the implementation of the consolidated budget in preschool education, and rate them on the basis of an aggregate assessment of comparative efficiency.
Methods For the study, I used the methods of systems analysis, mathematical, economic, and statistical analyses, decomposition, and aggregation. The factual basis of the study is the Federal Treasury's data on the consolidated budgets of the constituent entities of the Russian Federation and the budgets of the territorial public non-budgetary funds in 2015, and the Rosstat operative statistical records on organizations that carry out educational activities in preschool education programs and childcare for 2015.
Results The article presents aggregate estimates of the comparative efficiency of the implementation of consolidated budgets in preschool education. As well, the article presents a rating of the RF entities, depending on the effectiveness of their implementation of the consolidated budget in the area of preschool education.
Conclusions Most regions (94 percent) have a very low relative effectiveness of their budget performance with respect to best practices. The best practice (absolutely effective) of budget execution at the time of the study was observed in the Chukotka Autonomous Okrug.
