Developing the hotel business in Russian regions

Importance Tourism development is one of the most promising areas to reduce raw materials dependence of the Russian economy. The upward trend in demand for the local tourism requires addressing a number of problems related to tourism infrastructure development, including the hotel business development in various regions of the country.
     Objectives The paper aims to investigate the role of the hotel business as a key factor of the regional tourism development, to identify major specifics of the hotel business that influence the creation of a base for converting a region into a tourism destination.
     Methods We employ the statistical analysis and the publicly available source analysis to find major trends in the hotel business development in regions, and to describe region entry strategies of international hotel chains.
     Results We reveal the key features of the hotel business development in Russia, highlight problems and prospects for its efficiency improvement in regions, and major benefits of the hotel chain form of organization. The paper substantiates the expansion of hotel chains in regions.
     Conclusions The hotel business development and international hotel chains’ regional expansion increase opportunities of the tourism business. In addition to the standardization of base characteristics of infrastructure, it is important to provide a diversity of accommodation facilities and balance them from the perspective of the needs of a particular tourist destination.

The paper deals with the problems of programme approach application in a regional governance, which provides increasing of executive powers's responsibility. The present work based on investigation of programme approach legislation in Russian's regions. The investigation points out imperfection of definitions in the legislation, which don’t permit retrace the impact of programme steps on achieving of tangible eventual result and evaluating efficiency of expended budgets. The article contains author’s theoretical chain of transition from immediate results of each programme step to total programme effectiveness. Also it's offered a suggestions specializing concepts of key terms in programme approach legislation.

Importance The article deals with the formation of the Arctic - Central Asia transport corridor aimed to provide a streamlined and clearly regulated pass flows of natural resources.
     Methods
The paper analyzes the institutions of natural resources management in the Russian Federation and Republic of Kazakhstan as the most significant areas of the Arctic - Central Asia transport corridor, and identifies the most effective ways of their development.
     Results
The paper identifies the most effective directions of development of environmental management institutions of the Russian Federation and Republic of Kazakhstan on the normative-legislative, investment and integration, scientific-methodological, educational, environmental and organizational levels of institutional support.
     Conclusions We concluded that the development of the institutions mentioned above is a necessary condition for the optimization of the institutional environment, which will provide the basis for intensification of economic development and environmental management in the territories involved in the transport corridor.


Diagnostics and analysis of economic security in the regional management system

Importance At the modern stage of development, it is crucial to ensure the economic security and sustainable development of territories. The article addresses the analysis and diagnostics of the region and their role in the regional management system.
Objectives The aim of the study is to consider methodological aspects of analysis and diagnostics of economic security of the region under current conditions.
Methods Using traditional methods of economic analysis and the expert evaluation technique, we defined criteria and indicators of the diagnostics of region's economic security. Furthermore, we analyzed the indicators' behavior and presented analytical data by applying the graphical method.
Results We considered the concept of economic security of the region, specified internal and external risk factors, offered an original version of analysis and diagnostics of region's economic security. The paper presents the diagnostics of indicators of economic security of the Republic of Buryatia and recommendations for its enhancement.
Conclusions and Relevance The findings may be of certain value for regional authorities involved in socio-economic policy formation and implementation. In particular, the comparative retrospective analysis of the region's economic security indicators can be used as a database for management decisions on forecasting and planning the socio-economic development of the territory, working out measures aimed at mitigating future risks and enhancing the competitiveness of the regional economy.
