Accounting examination as the kind of economic examinations

Economic assessment of the development of road transport infrastructure in rural areas

Subject This article discusses the problems of development of transport infrastructure of rural territories.
Objectives The article aims to develop and substantiate the priority directions of rural areas development on the basis of the analysis of road and transport infrastructure at the federal and regional levels.
Methods For the study, I used methods of analysis and synthesis, comparative and logical analysis methods, and the monographical method. The Federal State Statistics Service data were used for comparison of transport infrastructure indices.
Conclusions In all regions of the Central Federal District, including the Orel oblast, the key problem is the construction of country roads close to the roads of regional importance. This requires effective implementation of existing rural development programs.


The problem of attracting young specialists into the educational sector in the rural area

Importance Young professionals in education is a driving force of any industry and production. What does raise concerns today about the employment of young professionals is their attraction to rural areas, where they are critically needed.
Objectives We outline further directions for staffing policies with respect to young specialists and their employment in rural areas. We determine the principal factors influencing young specialists’ intentions to work in rural areas.
Methods The research involves monographic, comparative and logical analysis, SWOT?analysis. Data of the Federal State Statistics Service and legislative regulations are used as a factual and analytical underpinning.
Results We determine activities, which shall be undertaken to attract young specialists into rural areas and prioritize respective tasks.
Conclusions and Relevance If the proposed tasks are performed to attract young specialists into rural area, it will boost the socio-economic development of rural areas, increase standards of living, make rural areas more attractive for young specialists’ work and living, reduce the gap between urban and rural quality of education.


Provision of rural residents of Central Russia with health services

Importance The article deals with the issues of healthcare as part of the social infrastructure.
Objectives The paper aims to assess the state of healthcare in rural areas and justify the priorities of improving the existing healthcare system.
Methods For the study, we used the methods of statistical and economic analysis, as well as SWOT analysis.
Results The results of the study show a low availability of doctors, junior and medium-level medical personnel, hospital beds to rural residents, as well as insufficient material and technical base in the healthcare industry. Most subjects of Central Russia do not meet the social security standards to provide the rural population with good health services.
Conclusions An asymmetry of rates of urban and rural health services still remains in the subjects of Central Russia, as well as the impossibility of ensuring the equal access and quality of care for all categories of the population. However, the effective use of targeted programs at various levels, engaging highly qualified medical personnel in rural areas, the formation of medical and social services can improve the situation greatly.
